Overall Function:

The Payroll Specialist 1 is responsible for the processing and timely delivery of assigned payrolls.  The Payroll Specialist uses an understanding of the agency’s payroll system to accurately pay employees in compliance with federal and state laws and regulations.

 

ESSENTIAL FUNCTIONS:

  • Responsible for processing proper withholdings such as taxes, deductions for benefits, retirement contributions, and pension.
  • Help to ensure proper payment of wages and salaries by using the payroll software to correctly process salaries, report hours worked, correctly compute paid leave, holiday pay and overtime while meeting deadlines.
  • Generate records of payroll showing hours worked, wages paid, withholdings for retirement, benefits, taxes withheld, and other contributions.
  • Maintain payroll records and prepare journal entries related to payroll in a timely manner.
  • Coordinate with Human Resources for proper benefit and deduction set-up, processes unused leave and sick leave payouts, and terminates all payroll deductions for retiring and terminating employees.
  • Contribute to the overall success of the Office of Corporate Finance by performing all other duties and responsibilities as assigned.
  • Maintain high level of accuracy and confidentiality.
  • Reconcile all payroll general ledger accounts monthly.
  • Submit payments for all Employee Benefits.
  • Maintains file of payroll support documentation for all employees. 
  • Adheres to all policies, laws, regulations and codes of ethics and confidentiality as outlined by federal and state laws, and agency policies and procedures.

                

 

     

 

 


 
 
Qualifications
  • Associate Degree in Accounting or Business Administration or any equivalent combination of experience or training in payroll processing, and/or collections as determined by the agency. 
  • Demonstrated knowledge of accounting principles, payroll methods, and federal and state regulations.
  • Working knowledge of Word and Excel. 
  • Demonstrated ability to establish and maintain effective working relationships with internal staff, and subcontractors.
  • Must successfully obtain criminal clearance from the PA State Police and FBI fingerprint clearances.
  • Must not be excluded from participation in Medicare, Medicaid, or any other federal health care program.
