Primary Purpose
Responsible for site competency programs across the Port Arthur site with a primary focus on operations competency. Team will train, evaluate, and test process operators, marine coordinators, and maintenance technicians to ensure site competency requirements are met. Individual will be required to attain and maintain certifications for every operational area of the facility. Also responsible for site training requirements and monitoring local compliance and corporate training requirements. This role is part of the strategic arm working under the direction of the Production Manager to assure the organization is operating as efficiently and safety as possible while achieving their production goals. This role will maintain a site training matrix and will be an essential part of the annual activity planning process to ensure all core competency roles are trained in accordance with local and federal requirements. Require a proactive planning effort to ensure that our Port Arthur work force has competency required to perform their given tasks as well as developing the strategy with local trade schools to achieve targets. As part of the competency programs this role will manage operator interns to ensure that they are assigned activities that bring value to the Port Arthur LNG facility while giving the individuals an opportunity to learn and grow.
Duties and Responsibilities
- Interfaces with operations supervisors on a routine basis to ensure that supervisors are aware of and closing gaps in understanding and competency for their teams.
- Leads operator interns to ensure that they are developing toward a single certification while getting experiences that will benefit their education and development.
- Provides subject matter expert recommendations on Operating best practices along with improvements gleaned through training exercises.
- Develops, updates, and maintains operating plans, procedures, manuals and programs.
- Ensures the Operations team is competent by reviewing KPIs and monitoring systems and processes that will assure both short-term and long-term success of the competency program.
- Performs field observations, leadership field walks, JSA reviews, toolbox meetings, field self-verifications, and competency assessment field assessments.
- Maintains strong working relationship with local schools to ensure programs are in place to provide the best talent for future hiring.
- Responsible for conducting and participating in internal and external audits.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Education
- Required: Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
Experience
- Required: Typically requires 5 years of related experience.

- Possess in-depth knowledge of operating site safety, environmental, and emergency response programs.
- The ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal and external project stakeholders.
- Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
- Possess extensive experience in meeting project goals and objectives utilizing forward looking approach.
- Possess the ability to manage multiple and complex issues and work independently.
- Possess strong working knowledge of permit to work and safe isolation practices.
- Understanding of the maintenance work management process and systems.
Skills Required
- Bachelor's degree in a relevant field (or equivalent combination of education and experience)
- Minimum 5 years related experience in Petrochemical, Refining, Oil & Gas, or LNG operations
- Ability to attain and maintain certifications for all operational areas of the facility
- Experience developing and managing competency development programs and assessment tools
- Strong knowledge of operating site safety, environmental, and emergency response programs
- Ability to read and interpret Piping and Instrumentation Diagrams (P&IDs)
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio)
- Experience performing field observations, JSAs, toolbox talks, and competency field assessments
- Strong leadership, mentoring, communication, and team management skills
- Knowledge of permit to work and safe isolation practices
- Understanding of maintenance work management processes and systems
- Experience engaging with local trade schools and managing operator internship programs
- Experience conducting and participating in internal and external audits
