Position Summary 

SCT is seeking a contingent hire for the role of Organizational Development Specialist supporting NASA’s Office of the Chief Human Capital Officer (OCHCO). The Organizational Development Specialist provides enterprise organizational development and effectiveness support across multiple NASA centers. This role delivers assessment, facilitation, change management, team effectiveness, and leadership advisory services that help organizations improve performance, strengthen alignment, and execute mission priorities. The position works with leaders, HR Business Partners, Executive Services Business Partners, and internal organizational development staff in a geographically dispersed environment.

Core Responsibilities 

  • Conduct organizational assessments using validated diagnostic methodologies and established assessment techniques.
  • Analyze organizational conditions, processes, and effectiveness data; develop findings, recommendations, and decision-support materials.
  • Design and facilitate interventions to improve team effectiveness, communication, decision-making, accountability, role clarity, and alignment to goals.
  • Provide change management support, including change readiness tools, stakeholder analysis, communication planning, and implementation support.
  • Advise leaders on organizational effectiveness, transformation efforts, and actions needed to support high-performing environments.
  • Facilitate strategic planning, team development, conflict management discussions, and leader transition support.
  • Support knowledge management and succession management efforts that strengthen organizational learning and leadership readiness.
  • Partner with OCHCO and NASA management to assess current organizational states and help develop future-state organizational constructs.
  • Collaborate across leadership development, HR operations, enterprise teams, and other key stakeholder groups.
  • Prepare reports, briefings, presentations, assessment summaries, and other required project documentation and deliverables.

Required Qualifications 

  • Graduate study in a related field, or bachelor’s degree in an appropriate area of specialization such as management or organizational management.
  • Minimum two years of directly related organizational development or organizational effectiveness experience.
  • Change management and/or organizational design experience.
  • Experience supporting transformation initiatives, strategic planning, team development, conflict management, leader transition, knowledge management, or succession management efforts.
  • Experience working with senior leaders, HR Business Partners, Executive Services Business Partners, and cross-functional stakeholders in complex organizations.
  • Certified expertise in one or more assessment tools or frameworks: DISC, Hogan Assessments, Change Style Indicator, Birkman Method, StrengthsFinder, Thomas-Kilmann Conflict Mode Instrument, Emotional and Social Competency Inventory, Emotional Quotient Inventory, Integrative Enneagram, or multi-rater feedback tools.
  • Ability to produce high-quality deliverables consistent with industry standards and applicable Federal, NASA, and OCHCO policies and guidelines.

Preferred Qualifications

  • Change Management Certification such as PMI, Prosci, or acceptable equivalent aligned with ACMP standards.
  • Federal government experience preferred.
