Job Description:

Quevera is seeking a highly skilled Oracle Database Developer / Data Steward with an active TS/SCI clearance with Polygraph to support mission-critical programs in Annapolis Junction, Maryland. In this role, you will support the quality, integrity, governance, and security of enterprise data while developing, maintaining, and supporting Oracle database solutions.

Working alongside business stakeholders, data owners, application developers, database administrators, and project teams, you will combine data stewardship responsibilities with hands-on Oracle database development. You'll develop complex SQL and PL/SQL solutions, support data migration and integration activities, resolve data quality issues, and optimize database performance while helping ensure enterprise data remains accurate, reliable, secure, and compliant with organizational standards.

Job Responsibilities:

  • Serve as a Data Steward by maintaining the quality, integrity, consistency, and security of enterprise data. 
  • Implement and support data governance policies, standards, and best practices. 
  • Monitor, analyze, and resolve data quality issues through data profiling, validation, cleansing, and reconciliation. 
  • Collaborate with business units to define and maintain business data definitions, metadata, and data lineage. 
  • Support data ownership and stewardship responsibilities across business and technical teams. 
  • Identify opportunities to improve data quality, consistency, and usability across enterprise systems. 
  • Develop, test, maintain, and support Oracle database applications and solutions. 
  • Develop complex PL/SQL packages, procedures, functions, triggers, views, and materialized views. 
  • Create, optimize, and maintain SQL queries supporting reporting, analytics, and application requirements. 
  • Develop and maintain database objects supporting business applications and system integrations. 
  • Participate in database code reviews and implement database changes using version control and established change management processes. 
  • Troubleshoot and resolve database-related issues to support application reliability and performance. 
  • Plan, develop, and execute data migration strategies supporting Oracle implementations, upgrades, consolidations, and cloud migration initiatives. 
  • Perform data extraction, transformation, validation, and loading (ETL/ELT) activities between source and target systems. 
  • Develop PL/SQL scripts and SQL utilities to automate data conversion and migration processes. 
  • Validate migrated data for completeness, accuracy, referential integrity, and compliance with business requirements. 
  • Perform data reconciliation and post-migration verification activities. 
  • Collaborate with business users to define data mappings, transformation rules, and migration schedules. 
  • Troubleshoot and resolve data migration issues while minimizing business disruption. 
  • Support legacy system decommissioning, data archival, and migration documentation. 
  • Analyze and optimize SQL and PL/SQL performance, database objects, and application queries. 
  • Maintain database security through user roles, privileges, auditing, and compliance controls. 
  • Prepare and maintain technical documentation, data dictionaries, migration plans, operational procedures, and data quality reports.


Minimum Requirements:

  • Active TS/SCI clearance with Polygraph required. 
  • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related field, or equivalent experience. 
  • Five (5) or more years of Oracle Database development experience. 
  • Strong proficiency in Oracle SQL and PL/SQL development. 
  • Experience developing stored procedures, functions, packages, triggers, views, and materialized views. 
  • Experience with Oracle Database 19c. 
  • Experience planning and executing data migration and conversion projects. 
  • Strong understanding of ETL processes, data mapping, and data validation techniques. 
  • Experience with SQL performance tuning and query optimization. 
  • Working knowledge of data governance, data quality management, and data stewardship principles. 
  • Experience with Jira, Confluence, and Git. 
  • Strong analytical, troubleshooting, problem-solving, and communication skills.
