Summary: Force Cyber Readiness support personnel will perform daily monitoring of Cybersecurity Readiness issues through official message traffic, email correspondence, verbal tasking, or other communication means, and provide findings to the Commander, Naval Surface Forces, Pacific (CNSP) N6, Force Cyber Readiness Officer. These vital support services will enhance warfighting readiness and increase the C5I proficiency of the Surface Force, to include afloat and ashore claimants and staff. Force Cyber Readiness support personnel provide cybersecurity and naval networks SME(s) with documented experience, capabilities, training, and technical certification in performing the responsibilities listed below:

Responsibilities:

  • Daily monitoring of readiness of Cybersecurity Readiness issues through official message traffic, email correspondence, verbal tasking, or other communication means, and provide findings to the Force Cyber Readiness Officer (F-CRO) and staff.
  • Provides assessment of policy changes for impact to Fleet stakeholders, and feedback of suggested changes.
  • Attends teleconferences, video teleconferences (VTCs), and internal and external meetings in lieu of or in addition to the F-CRO and staff. Documents meeting minutes and prepares any necessary visual aids to support meeting requirements.
  • Performs trend analysis on cyber related CASREPs and trouble tickets to provide tailored training in support of cyber security mission requirements.
  • Presents findings in Government-approved format for distribution via formal Naval messages, multimedia presentations, or other approved means as directed.
  • Develops Cyber metrics to reflect trends and readiness metrics against POR installation status, requirements, and directives to support leadership requirements and process improvement.
  • Reviews Vulnerability Remediation Asset Manager (VRAM) data to obtain trend information on Information Assurance Vulnerability Management (IAVM) notices that frequent monthly reports, and provide information to F-CYBO and F-CRO to facilitate discussions with PORs.
  • Creates cyber monthly scorecards for commands within CNSP s purview within the CNSF Cyber Mitigation Plan (CMP) website.
  • Coordinates distribution with ISICs to notify of deficiencies, and consolidate Cyber Mitigation Reports to the F-CYBO and F-CRO.
  • Performs account creation, troubleshooting, and documentation of processes and procedures for access to the CMP website for shipboard personnel and staff.
  • Conducts unit level cyber training assist visits (CAVs) on afloat units while in port to assess site and system training program implementation and management covering the functional areas that make up the local CS/Cyber Readiness Program.
  • Coordinates with CAV sites to ensure pre-visit requirements and minimal manning participation requirements are met.
  • Drafts Naval message format for distribution to shipboard commanders prior to TAV arrival.
  • Prepares formal preparatory and conclusion documentation and deliverables, utilizing Government-approved format, providing CS/Cyber Readiness Training and Program Management posture for all ship and shore commands for individual unit level TAV events, to include an End of TAV Visit Assessment Report.
  • Assist ship s personnel in cyber bill development and ensuring CSWF documentation and management requirements are met.
  • Work with ship s forces to develop a mitigation plan and POA&M for correcting deficiencies found during assessment.
  • Work with Naval Warfare Command (NAVWAR), Afloat Training Group (ATG), and Information Warfare Training Group (IWTG) to coordinate training processes and events to ensure CAVs align with certifying exercises or other scheduled assessments.
  • Conduct tailored training events onboard, as required, to assist ship s force in meeting cyber metrics and/or address identified training gaps. The contractor shall audit cyber warfare certification events as directed by MIL/CIV lead, and provide recommendations for training process improvement.
  • Develops training materials to support onboard and off-ship training events, using Government-provided format. Curriculum shall comply with NAVEDTRA 130 series. (CDRL A008 On the Job Training Package).
  • Provides SME support to briefs, training events, and waterfront symposiums to provide Fleet training regarding C5I systems, trends, and issues.
  • Conducts the training events or provide ancillary support, as required.
  • Will provide proactive outreach, distance support, and tracking of onboard cyber programs to include compliance with applicable instructions and requirements, and implementation of shipboard policies, SOPs, and battle rhythms.
  • Provides coordination assistance to helpdesk and other support organizations for cyber technical barriers or casualties.
  • Must provide coverage to ensure prompt response to shipboard requests for assistance during prescribed working hours.


Minimum Requirements:

  • Bachelor degree in Cyber Security/Computer Science/Information Systems, or related work experience.
  • At least 6+ years of experience supporting Cyber Security Operations.
  • Documented experience, capabilities, training, and technical certification in accordance with DoD 8140 and SECNAV 5239 requirements, in performing the functions of a Force Cyber Readiness Support
  • Security+ certification
  • Knowledge of Risk Management Framework (RMF) processes and knowledge of applicable DoD, NSA, DISA, NISPOM, and NIST cybersecurity policies and guidance
  • Knowledge of DoD IA security requirements and the basic suite of Cybersecurity tools (firewalls, IDS, antivirus and correlation tools).
  • Cyber Security knowledge and problem-solving skills required to maintain, support and troubleshoot computer networks.
  • Ability to interface with other Cyber Security team members, other security disciplines (industrial security, physical security, special programs security, etc.), program personnel and government security representatives.
  • Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens.
  • Must have an active Secret security clearance.


Preferred Requirements:

  • Prior US Navy N6 Staff experience
  • Navy Cybersecurity Workforce Credentials
  • Certified Information Systems Security Professional
  • Certified Master Training Specialist

  • May be required to lift, carry and transport equipment and boxes.
  • Must be able to work in an office environment.
  • May stand prone or sit at a computer for hours at a time.
  • Job may require bending, stooping, lifting.
