Responsibilities

  • In offices with two or more first-level supervisors and 20 or more positions, is responsible for managing the execution of the contract for the office.
  • Supervises the work of subordinate supervisors
  • Executes the quality control program, and monitors work to ensure all requirements are met and the quality and quantity of work is as expected.
  • Formulates administrative and technical procedures (to include quality control spot checks) to troubleshoot workflow issues and to improve quality and timeliness.
  • Keeps the customer and senior management updated on operational status and plans.
  • Provides all required reports on or ahead of schedule.
  • Manages personnel in accordance with contract and company requirements, to include:
    • Monitors employee productivity and provides constructive feedback and coaching.
    • Manages Vacation and other leave requests.
    • Reviews and approves timesheets, travel authorizations and expense reports.
    • Administers employee evaluations.
    • Acts with appropriate speed to resolve employee concerns.
    • Works with senior management and Human Capital Management (HCM) to appropriately address conduct and performance issues.
  • Assists in recruiting and hiring all subordinate supervisors in the office.
  • Performs other duties as assigned.
Preferred Qualifications

Requirements

  • Undergraduate degree or High School Diploma/GED with at least two years' additional experience
  • Three-years' supervisory experience
  • One year's experience in asset forfeiture or a field related to law enforcement (includes legal and military experience)
  • Direct asset forfeiture experience preferred
  • Excellent communication skills; oral and written
  • Strong organizational and prioritization skills
  • Ability to grasp and understand the organization and functions of the customer
  • Intermediate skills with the Microsoft Office suite of applications (Excel, PowerPoint, Word), and other common software applications and databases, advance skills preferred
  • Leads by example, maintains a professional disposition under extreme pressure
  • Ability to multitask and consistently deliver the highest quality of work and customer service
Preferred Experience/Education
  • Advanced knowledge of quality control programs, enterprise risk management principles, and internal control governance.
  • Demonstrated ability to influence organizational environments and drive positive outcomes in workforce performance, employee training, and professional development.
  • Advanced knowledge of Department of Justice Asset Forfeiture Program (DOJ AFP) policies, procedures, and guidelines.
  • Ability to interpret, analyze, implement, and provide training on policies and procedures related to asset forfeiture operations and administrative functions.
  • Demonstrated leadership skills with the ability to maintain a professional demeanor while managing multiple priorities, projects, and deadlines in a fast-paced environment.
  • Proven ability to multitask, exercise sound judgment, and consistently deliver high-quality work products.
  • Minimum of three (3) years of experience in performance management, including monitoring work quality, ensuring compliance with requirements, and meeting established deadlines.
  • Minimum of three (3) years of experience coordinating, developing, and managing employee training and professional development programs.
  • Bachelor's degree in Business Administration, Public Administration, Criminal Justice, Management, Human Resources, or a related field preferred.

This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation

The U.S. Marshals Service (USMS) plays a critical role in the Asset Forfeiture program by managing and selling assets seized and forfeited by federal law enforcement agencies nationwide. Proceeds generated from asset sales are used to compensate victims, supplement funding for law enforcement initiatives and support community programs. The Marshals Service manages various types of assets, including real estate, vehicles, commercial businesses, cash, financial instruments, jewelry, art, antiques, collectibles, vessels and aircraft.
