ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

POSITION SUMMARY:

Amentum is seeking a qualified candidate to serve as Operations & Procurement Coordinator in Kyiv, Ukraine to aid ICITAP Ukraine in support of Bureau of International Narcotics and Law Enforcement Affairs (INL) funded projects.

JOB DUTIES AND RESPONSIBILITIES:

• Lead procurement, logistics, and operational support efforts for in-country Department of Justice-sponsored technical assistance program to provide mentorship, training, and capacity building for Ukrainian law enforcement institutions.

• Supervise small team of Ukrainian administrative staff and coordinate with other program team leads from staff to synchronize planning and operations.

• Serve as key liaison between Department of Justice representatives at HQ in Washington, Department of State representatives at the US Embassy in Kyiv, and Amentum Program Management Office in the US to ensure approvals and compliance for reporting, expenditures/budget tracking, and operations.

REQUIRED SKILLS AND QUALIFICATIONS:

• 5+ years of experience in international development or assistance.

• Willingness to deploy to Ukraine and move throughout the country to perform tasks as safety protocols permit.

• Experience sourcing and procuring materials.

• Experience overseeing and coordinating finances, procurements, and subcontracts.

• Interpersonal and diplomatic skills liaising with host government officials and US government officials, in particular U.S. Embassy officials.

• Prior experience leading operational support and coordinating with various teams.

• Demonstrated experience in effective writing and communications.

• Acute attention to detail.

• Strong project management skills.

• Proficient use of Microsoft Office suite.

DESIRED QUALIFICATIONS:

• Prior experience working in Ukrainian, Russian, or former Soviet state affairs

• Fluency in Ukrainian or Russian

• Experience planning, implementing, and coordinating management directives

• Excellent communication, interpersonal, and presentation skills.

• Ability to work independently and manage multiple assignments.

• Cultural sensitivity and adaptability.

• Experience with U.S. government-funded projects.

• Previous work experience in a conflict zone.
