REGIONAL AND COUNTRY CONTEXT

The Europe and Central Asia (ECA) region comprises 32 extremely diverse countries, with a population of nearly 500 million people. Although 10 of WBG client countries have joined the European Union and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. ECA has a strong lending pipeline as well as a large portfolio of Reimbursable Advisory Services. The ECA Region has highlighted four priority areas of work which consist of Boosting Human Capital; Enabling Markets; Building and Strengthening Institutions; Green Transition.

The ECA Urban, Disaster Risk Management and Land unit (SCAUR) works across all ECA Country Management Units (and with other PGs) and , covers a range of issues including: (i) supporting the development of green, inclusive, resilient and productive cities, including harnessing urbanization to contribute to growth and poverty reduction, and strengthening local governments' capacity to plan, finance and deliver services and infrastructure investments; (ii) promoting efficient, well-coordinated spatial and territorial development processes including strengthening rural-urban linkages and developing lagging regions; (iii) strengthening disaster risk management policies, institutions and regulations and mainstreaming resilience across development sectors including risk assessment and mapping, risk reduction, disaster preparedness and risk financing; (iv) post-conflict reconstruction and recovery; (v) strengthening land tenure, management and information systems; and (vi) supporting the development of national and sub-national spatial data infrastructure and supporting the development of geospatial information. The SCAUR program consists of 29 operations with $5.2 billion in commitments, under implementation, a dynamic program of strategically selected advisory services and analytics (ASA).

Roles & Responsibilities:

SCAUR seeks to recruit an Operations Analyst in Washington DC to provide operational and analytical support to its growing program. The position will have a combination of both regional level activities and country specific activities. The Operations Analyst will have an active role in the unit's portfolio monitoring and quality assurance, and operational support to task teams. She/He will report to the SCAUR Practice Manager and will work closely with the Regional Director's Front Office team and Senior Operations Officers.

The Operations Analyst will have the following key duties and responsibilities, noting that the work program might be adjusted based on business needs and evolving priorities:

1. Unit's Portfolio Monitoring /Research and analytics

• Monitor the Unit's lending pipeline and ASA on a regular basis by collating and analyzing data and following up with the TTLs on the milestones and deadlines.• Contribute to active Unit's portfolio monitoring, identifying risks and issues, and preparing tables and data for regular operational updates on the status of deliverables and portfolio for management and staff.• Conduct Unit's portfolio and pipeline data analysis as well as presentations on Unit's portfolio matters; coordinate preparation of material for portfolio deep dives.• Follow-up with TTLs to prepare inputs for ECA JPRs and deliverable meetings, and on regular portfolio housekeeping matters.• Collaborate with TTLs to monitor and report on follow up actions resulting from JPRs, portfolio/pipeline reviews and discussions, and portfolio deep dives.• Support monitoring of the Unit's commitments to regional MOUs and reporting on Corporate Commitments• Contribute to and coordinate preparation of briefing notes, talking points and presentations produced by the Unit, including collecting and preparing background data tables and graphs and contributing to the analysis and preparation of the PPT.

2. Quality assurance and operational support to task teams

• Support Practice Manager and Senior Operation Officer in review and quality assurance of Unit's operational products (mostly IPFs) at all stages of the project preparation, including draft Concept Note packages, PADs, Negotiation packages, Board packages, restructuring packages, AMs and MLs, ISRs, and various other operational documents that require PM's clearance and/or decision.• Support ICR authors on planning and ensuring the appropriate process of ICR preparation and assist Practice Manager on basic ICR quality screening.• Serve as Unit's champion on Operations Workspace and Standard Reports and provide assistance to task teams in a time sensitive and constructive manner in resolving operational issues (including related to the Operations Workspace, use of standard reports, etc.) and follow up with ITS, Ops and OPSC helpdesk teams, as needed.• Provide support to task teams and contribute to the preparation and supervision of selected investment projects and ASAs. Assignments will be discussed and agreed with the Practice Manager.

3. Unit Management and Coordination Support

• Contribute to and coordinate preparing presentations, background material and briefs on a wide of range of Unit's strategy and operational issues, including Spring Meetings and Annual Meetings.• Conduct research/background work on a wide spectrum of topics in support of Practice Manager and Unit's leadership team.• Handle other ad-hoc operational and analytical tasks as needed, in support of the Practice Manager and Unit's Leadership team.

Selection Criteria

The candidate should possess the following qualifications: • Master's degree in relevant field (Economics, International Development/Affairs, Public Policy, Science, or related field)

• At least 2 years of relevant experience in operational quality assurance (lending and ASA) and portfolio analytics and monitoring. Experience in a country office would be a value added.

• Good understanding of Bank policies and practices relevant to operations, at all project cycles, including completion reports

• Demonstrated ability to use the Operations Portal, Operations Workspace and Standard Reports

• Good understanding of Bank's corporate priorities and initiatives

• Sound analytical skills and demonstrated ability to apply a practical approach to problem solving

• Excellent workflow management and task organization skills. Strong drive for results and demonstrated ability to multitask well under pressure, attend to detail, and follow-through

• Ability to handle concurrent activities efficiently and adapt to competing and unexpected demands

• Ability to produce high quality work outputs with minimum supervision and under tight deadline

• An excellent team player, including the ability to work as a member of a multi-disciplinary and multi-cultural team, work effectively in and influence a team, and network effectively across boundaries

• Strong interpersonal, communication, relationship building and diplomatic skills, demonstrated client skills.

• Excellent written and oral communications skills in English. Russian language is a plus.

• Willingness and ability to travel.
