Job Description

NREL’s National Security Research Oversight (NSRO) Office incorporates the Field Intelligence Element (FIE) functions and responsibilities together with those for the oversight of collateral classified work.


The NSRO Office is seeking qualified applicants for the position of Information Technology (IT) Manager. Reporting to the Director of NSRO, the role will serve as an IT administrator and consultant for NSRO, with an emphasis on classified network enterprise systems and applications at all levels of classification. The IT Manager will serve as the primary interface for NSRO with stakeholders to ensure NSRO’s success, including external to NREL with DOE, the broader Intelligence Community (IC), and other national labs, and internally with Information Technology Services (ITS), Office of Lab Protection (OLP), and users of NREL classified systems.


Externally, the IT Manager will liaise with DOE or other IC stakeholders to understand evolving policies, procedures, and requirements for classified networks, whether enterprise or program-specific.


Internally, the role will serve as a classified information system expert who identifies and scopes technical needs and engages resources – at NREL and external to the lab to assist with classified information system design, build, commissioning and maintenance projects. The IT Manager will provision, deprovision, and monitor information system access within facilities under NSRO oversight, as well as operate and maintain classified information systems at NREL. This position also may perform, coordinate, and/or oversee various support roles for communications security (COMSEC), operational Security (OPSEC), TEMPEST/TSCM, and other activities in various duty capacities.

The IT Manager will deliver solid judgment-based consultation to NSRO, NREL senior project managers, and NREL ITS to assist in assuring compliance with all applicable Executive Orders, Director of National Intelligence Directives, and DOE/NREL Procedures. As a subject matter expert, the successful candidate can expect to grow in their leadership, mentoring, and training of other staff on the management of classified systems as NREL’s program grows. These consultations at a minimum are expected to support the assurance that NSRO has leading technical capabilities with compliant, secure, and stable operations.

As this position is located in the Golden, Colorado area, relocation assistance is available for chosen applicants residing greater than 50 miles from NREL’s South Table Mountain (STM) campus.


The selected applicant will further support the NSRO and broader NREL team by:

  • Working with NSRO and NREL ITS staff to scope needs, provide solutions, and support.
  • Creating and defining standard workflow processes for in-take and feedback to clients.
  • Performing network support including, but not limited to, checking network connections, enabling ports, and troubleshooting connections between fixed equipment and switches.
  • Serving NSRO as key point of contact for implementation, coordination and planning for all research networking needs, setups, network devices access 
  • Mentoring other NREL professionals in the operations and development of highly reliable classified computer systems and information networks.
  • Overseeing secured enterprise networks and program specific networks to include measuring system performance and status within the IC.
  • Working with NSRO program personnel and ITS teams to ensure that proposed solutions meet NSRO program needs, adhere to NSRO requirements and ITS standards and best practices, and are supportable.
  • Providing incident response, troubleshooting, administration, and operational support for NSRO information systems.
  • Ensuring items being requested by NSRO triggers ITS cyber input and intervention as needed, supports ITS cyber assessment by gathering and providing information.
  • Working with NSRO to maintain optimal performance and functioning of supported systems.
  • Supporting interface and configuration to support projects, including integration, networking, and data transfer, where required.
  • Participating in special assignments as requested by IC counterparts and the IC community. Due to the broad spectrum of activities and roles performed by NSRO staff at NREL, these assignments require the adaptability and broad knowledge to assume the responsibilities associated with additional tasks/roles as assigned. 
  • Enhancing technical skills and proficiency through peer and team interactions and mentoring, continuing education and technical reading. Engage in cross training initiatives.

Basic QualificationsRelevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Applies extensive IS expertise and has full knowledge of related disciplines. Contributes to the development of new principles and concepts. Superior leadership and project management skills. Skilled in analytical techniques, practices and problem solving. Extensive architecture and design for various computer software programs and information systems.

Additional Required Qualifications

  • At least 7 years of experience working on and supporting classified IT network infrastructure.
  • The position requires the ability to obtain a DOE Q clearance and Sensitive Compartmented Information (SCI) Access. To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required. See DOE O 472.2A for additional information.

Preferred Qualifications

  • Working knowledge of and experience with TS/SCI networking.
  • Considerable experience in training and mentoring system engineers and administrators.
  • Excellent verbal and written communication skills.
  • Exceptional attention to detail with the ability to quickly prioritize among diverse concurrent tasks.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to dynamic needs.
  • An active DOE Q or Top Secret security clearance and Sensitive Compartmented Information (SCI) Access is highly desired. See DOE O 472.2A for additional information.

Annual Salary Range (based on full-time 40 hours per week)Job Profile: IT Professional V / Annual Salary Range: $114,500 - $206,100
