A3 Technology, Inc. is seeking a highly experienced and results-driven Network Program Manager (PM) to oversee the successful delivery of a complex network and IT infrastructure support program for U.S. Customs and Border Protection (CBP). The Program Manager will provide strategic and operational leadership for all task order activities, ensuring high-quality performance, cost control, and customer satisfaction throughout the period of performance.

This role requires a dynamic leader capable of managing large, geographically distributed teams supporting mission-critical systems and services. The Network Program Manager serves as the primary point of contact (POC) with the Contracting Officer’s Representative (COR) and is responsible for ensuring all contractual and technical requirements are met or exceeded.

Key Responsibilities:

  • Provide overall program leadership, direction, and accountability for the execution of all task order requirements, deliverables, and milestones.
  • Serve as the Contractor’s primary liaison with the COR, Government stakeholders, and other key partners to ensure effective communication and coordination across all project elements.
  • Plan, organize, and manage contract operations involving multiple, interrelated network and IT projects, ensuring alignment with CBP’s mission, objectives, and technical standards.
  • Manage and mentor teams of contract support personnel across multiple locations, ensuring optimal resource allocation, performance tracking, and professional development.
  • Maintain and manage client relationships at senior levels within CBP and other Federal entities, ensuring responsiveness and exceptional customer satisfaction.
  • Lead program reviews, technical and financial reporting, and performance evaluations in accordance with CBP and corporate standards.
  • Develop and enforce Quality Management Plans (QMPs) to ensure all deliverables meet CBP’s quality, performance, and compliance requirements.
  • Oversee adherence to all schedules, costs, and technical specifications; identify and mitigate program risks; and maintain project baselines.
  • Implement and maintain program governance, including configuration management, change control, and issue escalation processes.
  • Ensure compliance with applicable Federal IT security standards, acquisition regulations, and agency policies.
  • Coordinate with engineering, cybersecurity, and network operations teams to ensure effective delivery of services across all functional areas.
  • Represent the company at program management reviews, technical interchange meetings, and executive-level briefings.

Minimum Qualifications:

  • Bachelor’s degree in Management Information Systems, Computer Science, Engineering, IT, Networking, Telecommunications, or a related technical discipline.
  • Minimum of ten (10) years of progressive experience managing large-scale Federal network and IT operations programs involving complex, interrelated projects.
  • Demonstrated experience managing multi-site contract teams supporting mission-critical systems and services for a large Federal agency.
  • Proven success in cost, schedule, and performance management across multi-year task orders or indefinite delivery contracts.
  • Excellent written and verbal communication skills, with the ability to interface effectively with senior government officials and stakeholders.
  • U.S. Citizenship required (for access to CBP systems and facilities).

Highly Desired Qualifications:

  • Professional Certifications:
    • Project Management Professional (PMP)
    • Information Technology Infrastructure Library (ITIL v3 or higher)
    • Cisco Certified Network Associate (CCNA) or Cisco Certified Network Professional (CCNP)
  • Demonstrated knowledge of Federal acquisition processes, IT compliance frameworks (e.g., FISMA, NIST 800-53, TIC 3.0), and network security best practices.
  • Prior experience supporting Department of Homeland Security (DHS) or CBP programs is highly preferred.
  • Experience with network modernization, cloud migration, or enterprise infrastructure transformation initiatives.

Additionally, US Citizenship or documented proof of eligibility to work in the US is a must. Upon receiving a conditional offer of employment, candidates will undergo a Government investigation and must meet eligibility requirements for Government clearance. Verification of past employment, education and references is also required. It is imperative that candidates be either a US citizen or a current green card holder with the last 3 consecutive years as a resident of the US.

The salary range for positions is $50,000 to $175,000. This range is provided as a general guideline and should not be interpreted as a guarantee of compensation. Actual salary offers will be determined based on a variety of factors, including but not limited to the specific responsibilities of the position, the candidate’s education, experience, location, knowledge, skills, and abilities. In addition, compensation may be influenced by applicable Federal Government contract labor categories and established contract wage rates.
