NEPA SPECIALIST
NEPA Specialist - JBSA-Lackland, TX (REMOTE OPTION)
JOB SUMMARY:
BB&E Is seeking a NEPA Specialist with National Environmental Policy Act (NEPA) experience to support the Air Force NEPA Program at Joint Base San Antonio Lackland, TX. Telework will be considered on a case-by-case basis.
JOB DUTIES AND RESPONSIBILITIES:
- Perform customer interaction.
- Completes assigned projects to ensure suspense dates are met.
- Assists in Providing technical support for NEPA Statements of Work and Independent Government Estimates.
- Review Environmental Assessments (EA)s and Environmental Impact Statements (EIS)s for technical sufficiency in accordance with Air Force requirements.
- Assist with in house EAs including developing draft versions of Description of Proposed Action and Alternatives (DOPPA), EAs, Finding of No Significant Impact (FONSI) / Finding of No Practicable Alternatives (FONPA) in accordance with the requirements proscribed in National Environmental Policy Act of 1970, the Council on Environmental Quality Regulations 40 CFR Parts 1500 - 1508, and the Air Force Environmental Impact Analysis Process 32 CFR 989.
- Consolidate and prioritize comments from proponents and stakeholders assisting Government NEPA Program Managers (PMs).
- Develop draft responses to public and agency comments for internal Government review and approval.
- Use eDASH NEPA tracker to input NEPA projects and assist Government PMs with eDASH requirements that they have.
- Assist other BB&E staff members on NEPA projects and assignments that they need help with.
- Provide process improvement recommendations to streamline the NEPA process.
- Provide support for AF Planning Programming Budget and Execution (PPBE), track project acquisition milestones and assist clients with changes to the AF Execution Plan (ExPlan).
- Participate in weekly BB&E staff meetings and joint BB&E meetings with government PMs.
- Assist customers Air Force wide with questions they have on completing 813s and with questions on the 813 tracker.
EXPERIENCE:
- Minimum of three years of NEPA or related experience required.
EDUCATION:
- BS required; MS a plus.

- Critical thinking and problem-solving skills required.
- Ability to multitask and work cohesively within a team environment.
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
- Works well in a team environment with BB&E and government Program Managers.
- US Citizenship and DoD government security clearance or ability to obtain NACI.
