cFocus Software seeks a Program/Project Manager to join our program supporting the United States Navy (DON). This position is on site in the San Diego, CA area. This position requires a Secret clearance.
Qualifications:
  • Active Secret clearance
  • 15+ years of experience managing large-scale Navy, DoD, or Federal modernization and integration programs.
  • Knowledge of Navy Modernization Process (NMP), Ship Change Document (SCD) development, NDE-EP, SPIDER/RIPTIDE, and modernization planning processes.
  • Experience with Advance Planning, fielding strategies, baseline management, design management, systems engineering, and acquisition support.
  • Experience coordinating cross-functional engineering, logistics, installation, acquisition, and operational stakeholders.
  • Demonstrated ability to manage schedules, budgets, risks, deliverables, and performance objectives.

Duties:
  • Provide overall program leadership, technical direction, resource management, and execution oversight for PIMSS task areas.
  • Manage activities associated with Navy Modernization Process (NMP) support, including Ship Change Documents (SCDs), modernization planning, NDE-EP processing, SPIDER/RIPTIDE coordination, and modernization reporting.
  • Oversee Advance Planning activities, synchronized fielding plans, class spend plans, modernization roadmaps, and platform modernization strategies.
  • Lead Baseline Management efforts to ensure alignment of platform baselines, installation requirements, modernization schedules, and configuration control processes.
  • Direct Design Management activities including installation design coordination, technical reviews, logistics integration, engineering assessments, and design package development.
  • Manage Design Systems Engineering support for integration, technical feasibility analysis, requirements development, certification planning, interoperability, and engineering risk management.
  • Oversee Design Acquisition Management activities supporting acquisition milestones, budget planning, procurement coordination, lifecycle management, and execution tracking.
  • Coordinate with Program Management Warfare Offices (PMWs), NAVWAR, NAVSEA, NIWC, Fleet stakeholders, Planning Yards, TYCOMs, and external organizations.
  • Lead program reviews, status meetings, executive briefings, risk assessments, and stakeholder engagements.
  • Monitor technical, cost, schedule, and performance metrics and implement corrective actions when required.
  • Develop and deliver executive reports, white papers, decision briefs, status reports, metrics, and presentations.
  • Manage subcontractors, staffing plans, workload forecasting, and surge support requirements.
  • Ensure compliance with Navy modernization policies, acquisition guidance, cybersecurity requirements, and applicable directives.

Skills Required

  • Active Secret clearance
  • 15+ years managing large-scale Navy, DoD, or Federal modernization and integration programs
  • Knowledge of Navy Modernization Process (NMP) and modernization planning processes
  • Experience with Ship Change Document (SCD) development, NDE-EP, SPIDER/RIPTIDE

  • Systems engineering and acquisition support experience, including certification planning and interoperability

  • On-site work in the San Diego, CA area
