The Data Analyst performs the functions of the Navy’s System Analyst as outlined in COMNAVAIRFORINST 4790.2 (series). Requires a complete understanding of Naval Aviation Maintenance Program (NAMP) policies and procedures, accurate documentation procedures, and meticulous attention to detail. Maintains a viable aviation and Maintenance and Material Management (3M) and Naval Flight Record Subsystems (NAVFLIR) Naval Flight Documentation training program, and close communication between analysts at similar activities. Essential Responsibilities:

  • Provides qualitative and quantitative analytical information for continuous review of management practices.

  • Provides management with data, in graphic and narrative form, necessary to make qualitative decisions about aircraft, equipment, test bench, support equipment (SE), material condition, readiness, utilization, maintenance workload, or failure trends.

  • Screens decision knowledge programming for logistics analysis and technical evaluation (DECKPLATE) maintenance reports.

  • Ensure local data is reported up-line to the top-tier and central repository (DECKPLATE).

  • Reviews Government and Company data products, as required, for accuracy, completeness, and content.

  • Monitors the Maintenance Data System (MDS) and maintains reports as required by COMNAVAIRFORINST 4790.2 (series).

  • Conduct a daily review of active work orders (WO) for correct equipment operational capability Code (EOC).

  • Collects, maintains, and distributes products as required by the COMNAVAIRFORINST 4790.2 (series) in narrative, tabular, chart, or graph form the data required to monitor, plan, schedule and control the maintenance effort.

  • Analyze quality related data and take action to improve the quality of maintenance.  Quality data will be developed and tracked in spreadsheets, charts, graphs, and displays as required by management.

  • Prepares typed and / or computer printed correspondence and reports.

  • Uses the MDS reports and NALCOMIS OOMA to assist in the identification of deficiencies in technical training or documentation procedures.

  • Conducts and coordinates scheduled and on-the-spot training on all facets of MDS and NALCOMIS OOMA work order documentation to all Company personnel.

  • Provides technical assistance, guidance and instruction, as required, for training of personnel.

  • Assists employees in developing and using statistical tools and graphic aids needed for statistical process control techniques.

  • Reviews NALCOMIS OOMA maintenance reports and workload reports to identify trends and errors.

  • Identifies and applies analytical techniques to areas of material deficiencies, high man-hour consumption, high failure rates, or other pertinent trends.

  • Files completed maintenance documents and other records in paper or electronic format per Government and/or Company requirements.

  • Presents a courteous and professional demeanor during interactions with customers.

  • Works harmoniously with other employees, promoting teamwork and cooperation.

  • Complies with all established general and industrial safety rules and regulations as applicable to the contract, facility and job assignment.

  • Performs other related duties as assigned or directed by the company or government.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Must be knowledgeable of COMNAVAIRFORINST 4790.2 (series) MDS procedures to include NALCOMIS/OOMA adhoc queries, Configuration Management, data processing capabilities, and techniques of statistical analysis. 

  • Must possess a working knowledge of Microsoft Office applications to include Excel, Word, and Power Point.

  • Must have the ability to read, write, understand, and communicate in the English language, and be able to follow verbal and written instructions.

  • Proficient at using computers, computer peripheral equipment, copy machine, and labeling equipment.

  • High school diploma or equivalent required.

  • Must have a valid state driver’s license

  • Satisfactory completion of the NALCOMIS OOMA System Analyst course (C-555-0049) as indicated in the Naval Aviation Maintenance Procedures and previously qualified as Military NEC 6303, 6304 or MOS 6049. 

  • Must be able to meet any Government / Company licensing / qualification requirements for the position.

  • Within the last five (5) years, must have two years’ experience as a NALCOMIS OOMA Analyst.

Work Environment, Physical Demands, and Mental Demands:

  • Administrative duties that may require occasional kneeling, standing, stooping and bending are required. Required lifting up to 50 lbs. 

  • Must have close vision to include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

  • Primarily working in an office environment with minimum exposure to noise hazards.

  • May be required to handle hazardous materials.

  • Exposure to prolonged periods of sitting, standing, and keyboard input.

  • Possible exposure to hazardous material identified on the Material Safety Data Sheets.

  • Possible exposure to electrical shock.

  • Office spaces, maintenance shop spaces, hangar and flight line.

  • May require travel in support of detachments of unknown duration.
