Description

SCT is seeking a Program Support Specialist, serving NASA’s Human Resources Office (HRO), in Awards management and Performance Management coordination. The Specialist shall perform human resources technical, analytical, administrative, and data maintenance duties in talent development and management.

The Specialist shall support Organizational stakeholders and is responsible for the administration, coordination, and policy implementation for NASA’s Incentive Awards Program as authorized by the NASA OCHCO. This includes preparing and processing civil service employee awards and includes, but is not limited to, cash and time off awards for annual performance, superior accomplishments/special act awards, Agency, and sub-Agency (e.g., Center or Enterprise support) honorary awards, Length of Service (LOS) awards, peer awards, on-the-spot awards, external awards, and other special awards.

NASA’s performance management (PM) system is titled the Employee Performance Communication System (EPCS), and it provides a systematic process for planning, monitoring, developing, assessing, and rewarding employee performance that contributes to achieving the Agency's mission and goals in accordance with applicable laws and regulations.

Duties

  • Awards
    • Prepares and distributes the solicitation, also known as a call, to the center.
    • Prepares, reviews, compiles, and forwards final, approved Development/Award program nomination packages to external entities for the Center.
    • Supports development program and award nomination processes by answering questions and providing guidance/assistance.
    • Assists with distributing career service awards, pins, trinkets, and certificates to Directorate Offices, as required.
    • Assists with the NASA Honor/Center Award Ceremony planning processes and supports ceremony, including logistical coordination and preparation, and reviews program book, program agenda, script, and post-event site management.
    • Executes overarching program duties in support of the Human Resource Council’s (HRC), which is a decision body for all development programs and internal and external awards. In preparation for HRC meetings, activities shall include, but not be limited to, the following:
      • Prepares and posts Development/Award notices and other pertinent information on the Center’s internal website (e.g., Inside Glenn).
      • Prepares HRC nomination packages in support of development programs and awards.
      • Maintains Development Program’s mailbox, screening for responses to calls for information.
      • Distributes or posts nomination packages to shared site for reviewing and rating.
      • Verifies all packages are complete and contain the required information.
      • Develops HRC voting sheet.
      • Sends completed packages and voting sheets to the program point of contact for review.
      • Forwards approved packages to the HRC Coordinator for distribution to all HRC members.
      • Finalizes and distributes selection and non-selection letters to all applicants.
      • Updates the Development Programs database by entering required fields for selections and non-selections.
      • Records HRC meeting minutes and attendance.
      • Assists with preparing and validating HRC data for Strategic Advisory Council (SAC) annual report.
  • Performance Management
    • Supports Standard Performance Appraisal Communication System (SPACE) and Employee Performance Communication System (EPCS) programs and activities, reviewing notifications and documents and preparing Inside Glenn notices.
    • Supports stakeholders, customers, and PM leads/HR Specialists in ensuring compliance with legal, regulatory requirements and NASA policy.
    • Recommends and/or develops needed reports/analytics/lessons learned to better manage the PM program and system.
    • Reviews/monitors/corrects PM/Awards data.
    • Collaborates when needed across functional areas within and outside OCHCO.

Qualifications

  • Bachelor’s degree with 1 years of experience, or High school diploma or GED and at least 3 years of experience directly related to the duties and responsibilities specified.
  • Intermediate/Advanced skills in all MS Office applications, including Excel, Teams, Word, and SharePoint.
  • Intermediate/Advanced skills with AdobePro.
  • Organizational skills.
  • Flexible to changing requirements.
  • Strong interpersonal skills.
  • Confident in communicating to small and large groups.
  • Office professionalism and attention to detail.
  • Experience with the following unique government or NASA IT systems preferable: NASA Automated Awards System (NASA), Performance Appraisal Communication System (SPACE).
  • Experience in Federal HR.

Location: Cleveland, OH area (work is often remote with some on-site requirements at Glenn Research Center)

Salary: $50,000-$65,000
