Job Description

MTO Highway Design Lead based in Ottawa, Ontario, Canada, responsible for managing and leading multidisciplinary highway and bridge design assignments for the Ministry of Transportation of Ontario (MTO). The role provides technical leadership, project oversight, stakeholder coordination, and delivery accountability across transportation infrastructure projects.

The position supports the planning, detailed design, review, and execution of highway expansion, interchange improvements, roadway rehabilitation, and bridge rehabilitation or replacement projects. Responsibilities include coordinating technical teams, managing project schedules and budgets, maintaining quality assurance requirements, and supporting regulatory and agency coordination throughout project delivery.

The ideal candidate brings a minimum 10 years of progressive transportation engineering and project management experience, professional engineering registration, and demonstrated involvement in major provincial transportation infrastructure assignments within a consulting engineering environment.

Key Responsibilities

  • Serve as Project Manager and Highway Design Lead for multidisciplinary highway and bridge design projects delivered for MTO.
  • Lead the planning, design, coordination, and delivery of freeways, highways, interchanges, intersections, and associated transportation infrastructure.
  • Provide technical leadership and design oversight throughout all stages of project delivery, including design criteria, technical reviews, constructability, and resolution of complex design issues.
  • Ensure designs and technical deliverables comply with applicable MTO standards, specifications, manuals, design criteria, and QA/QC requirements.
  • Lead and coordinate the preparation, review, and submission of design packages, drawings, reports, specifications, and other technical deliverables.
  • Coordinate multidisciplinary interfaces across highway, structural, drainage, utilities, traffic, electrical, geotechnical, environmental, and other disciplines.
  • Coordinate with MTO, municipalities, approval agencies, utility providers, contractors, consultants, and project partners throughout project delivery.
  • Monitor scope, schedule, budget, technical performance, risks, and project milestones, implementing corrective actions where required.
  • Provide technical guidance and mentorship to engineers, designers, and other technical staff.
  • Support proposal development, work planning, scope definition, fee estimates, resource planning, and pursuit activities for transportation projects.
  • Identify and manage technical and delivery risks, including design interfaces, constructability issues, utility conflicts, and potential schedule or cost impacts.

Qualifications

  • University degree in Civil Engineering.
  • Licensed Professional Engineer (P.Eng.).
  • 10 to 15 years of progressive experience in highway design and project management.
  • Demonstrated experience delivering highway and transportation engineering projects within a consulting engineering environment.
  • Thorough knowledge of Highway and Transportation Engineering principles, policies, regulations, guidelines, and operational procedures.
  • Proven experience managing multidisciplinary highway and bridge design assignments.
  • Strong project management capabilities, including schedule, budget, and resource management.
  • Experience coordinating with clients, regulatory agencies, utility companies, contractors, and project stakeholders.
  • Strong verbal and written communication skills.
  • Excellent problem-solving, attention to detail, and analytical capabilities.
  • Ability to work independently and within multidisciplinary engineering teams.
  • Valid driver's license and access to a registered and insured vehicle.

Assets

  • Eligibility for approval within the MTO RAQS system across applicable specialty areas.
  • Experience delivering major provincial transportation infrastructure assignments.
  • Exposure to complex interchange, freeway widening, roadway rehabilitation, and bridge rehabilitation programs.
  • Established professional relationships within Ontario's transportation engineering sector.
  • Experience supporting proposal development and business development initiatives.
