The Monitoring Supervisor provides technical guidance, oversight, and quality assurance to a team of monitoring and compliance experts responsible for conducting monitoring reviews of grant-based programs. This role provides supervisory support to staff, ensures monitoring activities are completed in line with established standards, and contributes to quantitative and qualitative analysis of underlying monitoring data. Following the completion of monitoring activities, the Monitoring Supervisor oversees the submission of monitoring reports, and supports trend analyses activities to highlight risks, recurring compliance issues, and opportunities for improvement. Position Duties:Supervisory Tasks:- Provides direct supervision to staff, leads site assessment activities, and coordinates both pre and post monitoring activities and deployments.
- Delivers technical guidance and oversight across the daily operation of a team delivering monitoring and program analysis support, providing expert guidance with the analysis and evaluation of processes and requirements.
- Develops program logic and provides insight into toolkits used to evaluate performance measures regarding grantee compliance. Evaluates performance measures in complex implementation efforts.
- Assists in developing the program monitoring schedule and facilitates updates to the plan as needed; ensuring all programs are monitored according to government requirements and within established timeframes.
- Ensures federal staff are provided with regular, ongoing reports on the status of monitoring activities including recommendations for resolving resource gaps.
- Assists with the training and mentoring of new staff. Provides training or guidance on selected monitoring and evaluation-related topics for team members and client staff, as needed.
- Reviews monitoring reports, corrective actions, and other deliverables prepared by team members prior to submission.
- Analyzes monitoring outputs to identify trends, recurring compliance issues, and operational risks across facilities; proposing data informed recommendations for improvement to federal staff as appropriate.
Performance management and onboarding:
- Regularly monitors and supports team members’ general professional development as well as the specific expertise and skills required to ensure compliance with requirements, apt delivery of products and services, and adherence to deadlines.
- Regularly provides suggestions on process improvement.
- Provides oversight of the quality of work and deliverables.
- Monitors staff performance, providing additional training and feedback as needed. Completes Performance Improvement Plans (PIPs) as necessary.
- Completes annual performance evaluations and monitors staff progress toward annual goals.
- Reviews monthly reports; approves and submits consolidated reports directly to Task Manager as needed.
- Reviews and approves timecards, leave requests, proposed travel, and expense reports as applicable.
Monitoring Tasks:
- Leads on-site and remote monitoring reviews to ascertain recipient compliance with program requirements and collect data on programmatic outcomes.
- Conduct individual and/or group interviews with recipient staff, program participants, and external stakeholders regarding program administration, operations, quality of services, and program outcomes.
- Review program data, including recipient program documentation, pre-monitoring questionnaires, and client case files, to determine compliance with grant requirements and government agency specific policies and procedures.
- Identify any potential promising practices and technical assistance needs.
- Advise recipient and client staff of preliminary monitoring findings.
- Author monitoring reports containing in-depth analyses and assessments of findings.
- Update monitoring tools, as needed.
- Serves as a liaison to program staff on issues related to monitoring and data analysis.
- Participates in meetings and assists with additional projects, as needed.
Qualifications:
- Requires BS/BA degree with at least 7 years of monitoring and evaluation experience and 2 or more years of supervisory experience.
- Advanced degree preferred.Proven experience monitoring grantees that provide services to underserved populations.
- Exceptional analytical skills.
- Exceptional written and verbal communication skills.
- Demonstrated proficiency using MS Office.
- Experience working with immigrants, refugees, and underserved populations is preferred, along with prior state or local refugee program experience.
- This position requires an existing MBI T2 Public Trust or the ability to obtain one.
- Position is 100% remote, however frequent domestic travel up to 50% of the time may be required.
