EDUCATION and/or EXPERIENCE
Bachelor's degree in Human Resources Management, Information Technology or related field required. Master’s degree preferred. Minimum of seven years of supervisory or professional level experience in the administration of personnel related of human resources related systems and processes are required. Excellent analytical and problem-solving skills and attention to detail are required. Knowledge of human resources information systems or database management systems required. In lieu of education, directly related work experience may be substituted on a year-for-year basis.

SUMMARY
Provides direct management and oversight of the Authority’s Human Resources Information Systems (HRIS) operations, ensuring data integrity, system security, and efficient processes. Develops HR data reports and statistical analyses, establishes procedures for maintaining employee records, and manages user access and permissions. Coordinates with business units, vendors, and other stakeholders to support HR applications and system integrations. Conducts bi-weekly payroll validation, identifies opportunities for automation and process improvement, and serves as an HRIS subject matter expert and project lead for departmental initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversees HRIS operations and activities, including the development, implementation, and upgrades of applications, systems, and modules. Collaborates with management to analyze work processes and improve system functionality and operational efficiency. Develops routine and ad hoc reports to meet business requirements.
Performs complex statistical analyses, research, and data reporting for senior management. Serves as the primary liaison between HRIS and organizational areas, including Pension, Benefits, Compensation, Recruiting, Legal, Risk Management, and Payroll.
Oversees system testing and data conversion activities for HRIS implementations, upgrades, and integrations. Performs advanced testing to support the implementation and migration of new and linked systems.
Provides technical support for complex HRIS matters. Researches and resolves system issues, performs scheduled maintenance, and recommends process improvements, automation, and operational efficiencies.
Maintains the confidentiality, security, and integrity of HRIS data, systems, files, and processes. Validates bi-weekly payroll processing to ensure accurate pay and benefits for the Authority’s workforce.
Performs other duties as assigned, including Transit Ambassador assignments.
