Job Summary:

The Manager, EBTS Operations - Workforce Mgmt manages the day-to-day operations of cross-EBTS functions including workforce management, communications, training and change management. This role interacts with all levels of EBTS Leadership and reports to the Director, EBTS Operations. The Manager, EBTS Operations - Workforce Mgmt plays a critical role in fostering an engaged workforce that is best positioned to achieve our business needs. The role helps accomplish this through daily workforce management activities including communication, training, employee engagement and change management. This role also is responsible for coordinating the EBTS internship program which is a key contributor to attracting and retaining future talent.

Responsibilities

  • Manage EBTS Communications & Engagement and associated strategy.
  • This includes coordinating on-site Town Halls, Director’s Forums, Leadership Forums and Diversity Luncheons. Ensure consistent communication across the EBTS organization which is comprised of ~ 1,200 resources. 
  • Manage development and implementation of EBTS intranet site. 
  • Manages continuous updates so information is current and relevant to the 1,200 resources across the EBTS organization.
  • Coordinate EBTS Employee Engagement activities and Recognition Celebrations. 
  • Identify top/down opportunities for improved engagement.
  • Collaborate with leadership across EBTS to develop and execute meaningful engagement plans. 
  • Tracks progress against plans and drives accountability across all levels of EBTS leadership.
  • Manage and coordinate EBTS Internship Program. 
  • This includes partnering with HR and EBTS leadership to identify internal mentors, associated work assignments and vetting the internship applicants. 
  • The Manager, EBTS Operations – Workforce Mgmt also partners with HR to attract talent through participation in recruiting activities like College Fairs. 
  • This role also is responsible for the continuous internship training programs and coordinating the EBTS retention efforts as we look to transition interns to full time employees upon graduation.
  • Coordinate EBTS wide training programs.
  • This includes identifying meaningful growth and development content across all levels of the EBTS organization. 
  • The Manager, EBTS Operations – Workforce Management identifies associated trainers, provides input on curriculum, ensures attendance, and gathers feedback for future sessions. 
  • The Manager, EBTS Operations – Workforce Management plays a key role in ensuring the teams skills and knowledge remain current in an ever-evolving IT landscape.
  • Continuously conduct workforce skills inventory against market trends to determine needs. 
  • Establish an EBTS Skills Based Learning program that provides transparency and a means to acquire the necessary skills and knowledge required to progress vertically or laterally within the EBTS organization. 
  • Implements and maintains processes to ensure skills inventory remains current.
  • Manage ongoing staffing strategies including EBTS process maturation, EBTS Engagement Model enhancements and EBTS time tracking/forecasting enhancements. 
  • Strategies focused on driving greater transparency and stronger business partner relationships.
  • Manage implementation of Change Management discipline in partnership with HR. 
  • Ensures adherence to change management practices by developing and specific deliverables to drive improved change acceptance / adoption. The Manager, EBTS Operations – Workforce Mgmt will create and monitor reporting to ensure adherence to the revised Horizon Change Management Framework.
  • Manage EBTS Workforce Management activities and provide transparency through consolidated reporting. This includes, but is not limited to, reporting on training, employee engagement, time tracking and change management practice adherence.

Education/Experience

  • HSD or GED required, Bachelor Degree preferred (or equivalent work experience)
  • Requires a minimum 7 years of experience in information technology and/or IS delivery.
  • Information technology management and health insurance experience preferred.
  • Experience leading large scale strategic initiatives or organizational change efforts.
  • Experience working in a regulated environment

  • Ability to navigate conflict and manage political issues in a highly matrixed environment.
  • Ability to conceptualize, document and articulate creative solutions to executive leadership.
  • Ability to establish and maintain a high level of customer trust and confidence.
  • Demonstrated ability to lead, develop and motivate staff to apply skills and techniques to solve dynamic problems.

Salary Range:

$106,400 - $145,215

​This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
