Girl Scouts of Southern Arizona is seeking a passionate, results-driven Membership Operations & Growth Manager to help lead the growth of Girl Scouting across Southern Arizona. This is more than a membership position. It is an opportunity to create access, build community, develop leaders, recruit volunteers, launch new troops, and ensure thousands of girls have the opportunity to experience the life-changing benefits of Girl Scouting.

The Membership Operations & Growth Manager serves as the operational leader responsible for transforming ambitious goals into measurable action and meaningful impact. This role oversees recruitment execution, volunteer pipeline development, troop formation, retention initiatives, community partnerships, and county-level membership growth efforts throughout Southern Arizona.

This is a highly visible, high-energy leadership role for someone who thrives both in the field and behind the scenes. One day you may be building partnerships with school districts, community organizations, and business leaders. The next, you may be coaching staff, solving troop development challenges, launching recruitment campaigns, or helping a new volunteer take the first steps toward leading a troop.

Essential Duties & Responsibilities

Recruitment Funnel Leadership

  • Lead council-wide recruitment operations to ensure every girl and volunteer inquiry receives timely, high-quality follow-up.
  • Champion the 48-hour lead conversion standard and foster a culture of responsiveness and customer care.
  • Drive the weekly "Zero Open Spaces" initiative, ensuring available troop opportunities are filled and every interested family has a pathway into Girl Scouting.
  • Coordinate recruitment staffing, schedules, and support systems across all service areas.
  • Monitor placement pipelines and remove barriers that prevent girls and volunteers from successfully joining.
  • Support county teams through coaching, accountability, and operational guidance to achieve membership goals.

Membership Growth Accountability

  • Lead daily, weekly, and monthly accountability systems that drive membership growth and operational excellence.
  • Facilitate county performance reviews that celebrate successes, identify challenges, and create actionable solutions.
  • Partner with county teams to remove barriers and accelerate growth efforts.
  • Maintain reporting systems that track recruitment activity, troop health, volunteer engagement, retention efforts, and overall county performance.
  • Ensure alignment with council priorities, strategic goals, and operational expectations.

Retention & Family Engagement

  • Lead retention initiatives that help girls, volunteers, and families remain engaged in Girl Scouting.
  • Partner with county teams to ensure troop touchpoints, support plans, and intervention strategies are consistently executed.
  • Oversee Early Bird Renewal campaigns and council-wide retention efforts.
  • Identify trends, barriers, and opportunities impacting retention and implement practical solutions.
  • Ensure at-risk troops receive proactive support and clear action plans that strengthen long-term sustainability.

New Troop Development & Launch Success

  • Lead council-wide efforts to increase volunteer-led troop formation and expansion.
  • Identify opportunities for troop growth within communities, schools, and underserved areas.
  • Develop strategies that expand access to Girl Scouting and strengthen volunteer-led experiences.
  • Partner closely with the First-Year Coordinator to ensure new troops receive the coaching, resources, and support necessary for long-term success.
  • Monitor troop startup milestones and intervene proactively when additional support is needed.
  • Ensure every newly recruited volunteer has a clear pathway from initial interest to successful troop leadership.

Volunteer Recruitment & Engagement

  • Champion volunteer recruitment efforts that fuel membership growth and troop sustainability.
  • Develop volunteer pipelines through community outreach, partnerships, referrals, and targeted recruitment campaigns.
  • Serve as an ambassador for the volunteer experience by building strong relationships with prospective volunteers and community stakeholders.
  • Support volunteer retention by creating meaningful pathways for engagement and leadership.
  • Promote and strengthen the culture of volunteer-led Girl Scouting throughout Southern Arizona.

Volunteer Onboarding Partnership

  • Partner closely with the Volunteer Training & Recognition Coordinator and First-Year Coordinator to create a seamless, supportive onboarding experience for new volunteers.
  • Develop tools, communication plans, milestone tracking systems, and resources that support volunteer success.
  • Monitor onboarding progress and identify barriers before they impact troop launch success.
  • Help volunteers gain confidence, build skills, and feel supported throughout their Girl Scout journey.

Leadership & Team Development

  • Recruit, train, supervise, and develop recruitment staff.
  • Establish clear performance expectations and measurable goals.
  • Provide ongoing coaching, mentorship, and professional development opportunities.
  • Foster a culture centered on accountability, service, innovation, collaboration, and growth.
  • Celebrate success while creating pathways for continuous improvement.

School & Community Partnerships

  • Build and strengthen relationships with schools, libraries, community organizations, military communities, faith-based organizations, employers, and local leaders.
  • Coordinate back-to-school nights, recruitment fairs, community events, and outreach opportunities.
  • Evaluate partnership effectiveness and identify opportunities to increase community impact and membership growth.
  • Serve as a visible ambassador for Girl Scouts throughout Southern Arizona.

Early Girl Pipeline Development

  • Lead implementation of Pre-K, Kindergarten, and Daisy recruitment initiatives.
  • Coordinate community partnerships, logistics, staffing, and outreach efforts that support early girl engagement.
  • Ensure consistent execution of council-designed early girl experiences.
  • Analyze participation trends and strengthen pathways from first experience to troop membership.

Membership Growth, Access & Inclusion

  • Expand opportunities for girls in rural, underserved, and historically underrepresented communities.
  • Ensure recruitment and retention strategies reflect the diversity of Southern Arizona.
  • Identify barriers to participation and create practical solutions that increase access, belonging, and engagement for all families.

Cross-Functional Collaboration

  • Partner closely with Membership, Program, Product Program, Volunteer Support, Marketing, Retail, and Mission Delivery teams.
  • Ensure families are connected to the full Girl Scout experience beyond initial registration.
  • Serve as a connector and collaborator who aligns membership priorities with broader council goals and mission impact.

Qualifications
  • Bachelor's degree or equivalent professional experience preferred.
  • Three or more years of experience in membership growth, nonprofit leadership, volunteer management, community engagement, business development, sales leadership, or multi-site operations.
  • Demonstrated success leading performance and accountability across geographically dispersed teams.
  • Direct supervisory experience, including hiring, coaching, goal-setting, and staff development.
  • Strong relationship-building, communication, project management, and organizational skills.
  • Experience utilizing CRM systems such as Salesforce or similar databases.
  • Ability to analyze data, identify trends, and implement operational improvements.
  • Bilingual English/Spanish strongly preferred.
  • Girl Scout experience preferred but not required.
  • Valid driver's license and ability to travel regularly throughout Southern Arizona.
  • Ability to work evenings and weekends in support of recruitment, volunteer engagement, and community events.
