Job Summary

• Seeking an experienced and driven Systems Engineer to oversee engineering, technical, and programmatic activities for a high-visibility Government Task Order
• This leadership position serves as both a senior Systems Engineering lead and Scrum Master, guiding multidisciplinary teams and coordinating closely with the Program Management Office (PMO) and Government stakeholders to ensure successful delivery of complex mission capabilities
• The ideal candidate brings extensive Systems Engineering leadership experience, strong Agile and Scrum expertise, and the ability to manage technical execution, staffing, risk, reporting, and cross-functional coordination in a fast-paced mission environment

Primary Responsibilities

• Serve as the primary Systems Engineering lead for the Agile development team, providing technical direction for system architecture, design, integration, testing, and execution
• Lead and coordinate all Task Order engineering and technical activities in alignment with program objectives and contract requirements
• Serve as Scrum Master, facilitating Agile ceremonies, removing impediments, and promoting efficient team workflows, including support for the NIFTYDEMO project
• Provide technical direction for the development, engineering, interfacing, integration, and testing of complex hardware and software systems
• Lead requirements elicitation, analysis, functional allocation, system requirements reviews, concept of operations development, interface definition, system architecture, and end-to-end flow analysis
• Develop comprehensive Service-Oriented Architecture (SOA) solutions
• Develop operational, technical standards, systems, and services architecture views using applicable DoDAF standards
• Conduct or approve end-to-end system trade analyses to optimize system performance throughout the lifecycle
• Use validated models, simulations, and prototyping to reduce technical risk and system development costs
• Develop system design alternatives considering lifecycle cost, reuse, complexity, risk, system expansion, and future growth
• Support Analysis of Alternatives activities and recommend preferred technical solutions based on established selection criteria
• Support AWS or similar cloud environments, including cloud architecture, migration, integration, and configuration activities
• Ensure cross-discipline integration across engineering workstreams to maintain cohesive system delivery.
• Participate as a member of the Configuration Control Board (CCB) and ensure effective control of evolving hardware, software, and associated documentation
• Identify, assess, track, and manage technical, programmatic, schedule, and operational risks
• Develop alternative courses of action, workarounds, contingency plans, and recommended mitigation strategies for identified risks
• Monitor and reassess risks at appropriate milestones, including the use of Earned Value Management data when applicable
• Brief Government leadership on technical progress, system health, critical activities, risks, issues, and key milestones
• Prepare, review, and present program status reviews, technical documentation, and formal Government briefings
• Mentor and coach junior Systems Engineers and provide backup technical support as needed
• Lead recruitment, onboarding, and training of Task Order personnel in coordination with PMO Staffing
• Evaluate candidates, participate in interviews, and support hiring and personnel decisions
• Allocate and manage Task Order resources, including staffing, facilities, and budget considerations
• Provide regular status updates through required PMO reporting channels, including high-side Confluence sites and weekly TTO Lead meetings
• Verify the accuracy and completeness of PMO reports, including Names Run, Occupancy, Forecasts, Utilization, Contract Work in Progress (CWIP), Monthly Status Reports (MSR), Program Status Reviews (PSR), Award Fee reporting, and contract modification reviews
• Evaluate financial and technical reporting to ensure alignment with contractual, engineering, and program performance objectives
• Maintain compliance with contract requirements, procedures, reporting standards, and Government expectations

Required Qualifications

• Must have active Top Secret/SCI clearance with NSA Full Scope Polygraph
• Twenty (20) years of experience as a Systems Engineer supporting programs and contracts of similar scope, type, and complexity
• Demonstrated experience planning and leading Systems Engineering efforts
• Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university
• Five (5) additional years of Systems Engineering experience may be substituted for the bachelor’s degree
• Demonstrated experience leading complex technical teams and multidisciplinary engineering efforts
• Experience developing comprehensive SOA solutions
• Experience developing DoDAF operational, technical standards, systems, and services views
• Experience conducting or approving end-to-end system trade analyses
• Experience supporting risk management, configuration management, system architecture, integration, and testing
• Experience developing and evaluating system design alternatives and technical courses of action
• Ability to provide technical direction throughout the full Systems Engineering lifecycle
• Experience with requirements elicitation, functional analysis, architecture development, interface standards, system integration, and end-to-end flow analysis
• Strong written and verbal communication skills, including experience briefing senior Government and program leadership

Desired Qualifications

• Experience serving as a Task Order Lead, Technical Lead, or comparable program-level engineering leader
• Experience serving as a Scrum Master in an Agile software or systems engineering environment
• Experience with AWS or comparable cloud platforms
• Experience with cloud architecture, migration, and hands-on configuration
• Experience managing staffing, recruiting, onboarding, and technical workforce development
• Familiarity with Earned Value Management and financial performance reporting
• Experience supporting Configuration Control Boards and formal technical governance processes
• Experience working with Confluence, Agile tracking tools, and Government reporting systems

Exempt hourly position. 11 paid holidays, minimum of 3 weeks PTO, company sponsored group medical plan, company paid dental, vision, life insurance, and STD/LTD plans. Salary is dependent upon the candidate’s experience and qualifications.
