The Opportunity:

We are currently seeking a Marketing Coordinator to join our Marketing and Business Development team.

In this role, you will help tell PRIME AE’s transportation story by developing compelling proposal content, shaping strategic messaging, and creating persuasive narratives for Maryland transportation pursuits. The position will primarily support the Maryland Department of Transportation (MDOT) and its modal agencies, including the State Highway Administration (SHA), Maryland Transportation Authority (MDTA), Maryland Transit Administration (MTA), and other state and local transportation clients.

This position combines strong writing and communication skills with working knowledge of Maryland’s transportation market, agency priorities, procurement practices, and terminology. The successful candidate will translate complex transportation engineering and construction management concepts into clear, engaging, and client-focused content. Working closely with transportation technical experts, project managers, business developers, and marketing professionals, you will help PRIME AE pursue and win work with MDOT agencies and other Maryland transportation clients by communicating our relevant experience, approach, value, and differentiators.

What You'll Do:

As a Marketing Coordinator supporting Maryland Transportation, you will play a hands-on role in developing high-quality proposals, qualifications packages, letters of interest, interview materials, and other pursuit deliverables from strategy through submission. You will monitor and support opportunities with MDOT and its modal agencies, interpret solicitation requirements, maintain compliance matrices and schedules, facilitate solution-development discussions, and craft clear, persuasive, client-focused narratives. You will also maintain Maryland transportation resumes, project descriptions, agency intelligence, and reusable content that accurately communicates PRIME AE’s experience and differentiators.

Key Responsibilities:

  • Coordinate and develop proposals, statements of qualifications, letters of interest, technical responses, and interview materials for MDOT and its modal agencies, including SHA, MDTA, and MTA, as well as Maryland counties, municipalities, and regional transportation organizations.
  • Review solicitations and amendments; develop compliance matrices, schedules, outlines, and responsibility assignments that address agency instructions, evaluation criteria, page limits, forms, certifications, and submission requirements.
  • Partner with transportation leadership, technical staff, project managers, and teaming partners to define pursuit strategy, win themes, discriminators, project understanding, technical approaches, management plans, and staffing narratives.
  • Write and edit content addressing Maryland transportation priorities such as safety, mobility, asset management, multimodal access, transit, toll facilities, maintenance of traffic, resiliency, constructability, community impacts, and practical design solutions.
  • Demonstrate familiarity with MDOT agency structures, terminology, consultant selection processes, and expectations, and apply that knowledge to client-focused messaging and compliant submissions.
  • Coordinate with subconsultants and teaming partners to collect, review, and integrate resumes, project experience, technical content, certifications, and other required materials.
  • Maintain accurate, current Maryland transportation content libraries, including staff resumes, project descriptions, contract experience, agency-specific boilerplate, client intelligence, and reusable technical narratives.
  • Support pursuit kickoffs, color-team reviews, production checks, interview preparation, and final quality-control reviews to ensure submissions are persuasive, responsive, consistent, and error-free.
  • Track Maryland transportation opportunities, procurement forecasts, on-call contracts, and upcoming solicitations in coordination with business development and technical leadership.
  • Collaborate with marketing and graphics staff to create organization charts, project graphics, maps, infographics, presentations, and other visuals that improve proposal clarity and effectiveness.
  • Support Maryland transportation client presentations, conferences, award submissions, project sheets, and thought-leadership content.
  • Continuously improve pursuit processes, content quality, agency knowledge, and lessons learned to strengthen PRIME AE’s competitive position in Maryland.

What You'll Bring:

  • Bachelor’s degree in Marketing, Communications, English, Journalism, Business, or a related field; equivalent relevant experience will be considered.
  • Minimum 3 years of proposal coordination, proposal writing, marketing, or business development experience in the AEC or professional services industry; 5–7 years is preferred.
  • Demonstrated knowledge of the Maryland transportation market and MDOT’s organizational structure, including SHA, MDTA, MTA, and other modal administrations.
  • Prior experience preparing proposals or qualifications for Maryland transportation agencies is strongly preferred.
  • Working knowledge of public-sector transportation procurement, consultant selection processes, solicitation compliance, and common submission requirements for RFQs, RFPs, letters of interest, and task-order pursuits.
  • Ability to understand and communicate transportation engineering, planning, transit, toll-facility, construction management, inspection, and infrastructure concepts.
  • Exceptional writing, editing, proofreading, organization, and storytelling skills, with close attention to compliance and detail.
  • Experience interviewing transportation subject matter experts and converting technical input into concise, persuasive, client-focused content.
  • Strong understanding of proposal development processes, including kickoffs, content planning, color-team reviews, production, quality control, and interview preparation.
  • Advanced proficiency with Microsoft Word and PowerPoint; experience with Adobe InDesign and proposal production software is preferred.
  • Experience with CRM and proposal management systems such as Deltek Vantagepoint is preferred.
  • Knowledge of APMP, Shipley, or similar proposal development methodologies is preferred.
  • Ability to manage concurrent, deadline-driven pursuits while coordinating effectively with geographically dispersed technical teams and subconsultants.
  • Strong collaboration and communication skills, sound judgment, and the ability to work independently in a fast-paced environment.
  • Experience using AI-enabled tools, content management systems, and emerging technologies to improve proposal efficiency and quality is preferred.
