Background
Launched in 2016, the Global Health Supply Chain-Procurement
and Supply Management (GHSC-PSM) project ensures the uninterrupted supply of
health commodities to prevent suffering, save lives, and create a brighter
future for families. In Nigeria, GHSC-PSM procures commodities and provides system-strengthening
support to improve supply chains for HIV/AIDS and malaria.
Panagora Group, a woman-owned small business, provides
professional labor to support the GHSC-PSM Nigeria country office's strategic
engagement, advocacy, knowledge management and communications activities.
This Manager, Learning, Knowledge Management, and
Reporting position will be a key Performance, Learning, and Strategic Impact
(PLSI) Department member. The role is responsible for supporting the
implementation of the PLSI strategy by driving learning initiatives, managing
knowledge systems and archives, and ensuring robust documentation and reporting
of project activities and performance. This is
a fixed-term, full-time position based in Abuja, Nigeria through June 30,
2027.
Principal Duties and Responsibilities:
The Manager, Learning, Knowledge Management, and
Reporting will:
A.
Learning and Adaptive Management:
- Implement Learning
Initiatives: Support the
implementation of innovative learning and adaptive management approaches,
interventions, and events (e.g., forums, workshops, conferences) aligned
with GHSC-PSM best practices and the PLSI strategy, fostering
self-reliance and ownership by the Government of Nigeria.
- Facilitate
Cross-Learning: Actively support
and facilitate cross-learning processes and knowledge sharing among
project implementation teams at central, regional, and state levels,
including debriefings and lessons learned sessions from technical
activities.
- Support Data-Driven
Learning: Collaborate with PLSI
and technical teams to support the development and testing of data
visualization tools, methods, and analytics that foster learning and
adaptive management.
- Promote Adaptive
Management Capacity: Contribute
to initiatives that build the capacity of project staff and partners in
learning and adaptive management techniques, leveraging informational
sources and research methods (observations, assessments, surveys,
reports).

Knowledge Management, Archiving, and Documentation:
- Oversee
Documentation Processes: Support
and oversee all project documentation efforts, ensuring that all aspects
of the GHSC-PSM implementation process are systematically and adequately
documented.
- Manage Knowledge
Archives: Establish, maintain,
and manage a centralized knowledge management system (e.g., SharePoint),
including a classification system for all GHSC-PSM documents. Ensure
archives are accessible, up-to-date, and vital documents are preserved.
- Implement Document
Management Policies: Contribute
to the development and support the implementation of the project's
document management policy, including the collection, conservation,
processing, and communication of archives.
- Provide Information
Services: Serve as a key
resource for project personnel, providing reference and information
services on internal documents and archives, and responding effectively to
user requests.
C.
Technical Reporting and Performance Information:
- Support Performance
Reporting Systems: Maintain and
support the GHSC-PSM performance reporting system, ensuring information is
complete, current, and readily available for analysis and decision-making.
- Facilitate
Reporting Adherence: Work with
project staff to ensure the requirements and processes for performance and
technical reporting are understood and consistently adhered to.
- Contribute to
Report Preparation: Support the
preparation, compilation, completion, and distribution of high-quality
performance and technical reports (e.g., technical briefs, success
stories) for internal and external stakeholder groups, ensuring clarity
and accuracy.
- Harness Lessons for
Communication: Support efforts
to harness project experiences, lessons learned, and successes into
compelling communication products.
D.
General:
- Carry
out additional responsibilities as assigned by the Director, PLSI.
Requirements
- A Bachelor’s or
Master’s Degree in Management, Organizational Development, Communications,
Journalism, Public Relations, Library Science, Knowledge Management,
Public Health, International Development, Education, or a related field.
- Minimum of seven (7)
years of progressive experience in learning, knowledge management,
communications, documentation, and/or technical reporting, preferably
within complex international development programs. Experience with USG and/or Department of State funded projects and public health supply chains is strongly
preferred.
- Demonstrated expertise
in facilitating learning and adaptive management efforts, including
experience applying design thinking principles and coordinating learning
events using diverse adult and organizational learning methodologies.
- Proven experience in
developing and managing knowledge management systems (e.g., SharePoint),
documentation processes, and archives.
- Excellent command of
the English language (verbal and written) with a proven ability to
synthesize and communicate complex information clearly and persuasively
for diverse audiences (writing samples may be requested).
- Strong research,
analytical, and organizational skills with the proven ability to manage
multiple priorities, meet tight deadlines, and manage projects effectively
in a fast-paced environment.
- Excellent
interpersonal skills with a demonstrated ability to establish and maintain
strong working relationships with staff at all levels, partners, and
stakeholders.
- Proficiency in
Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and familiarity
with graphics programs and webinar platforms.

Skills Required

- Experience working within complex international development programs.

- Experience developing and managing knowledge management systems, documentation processes, and archives.
- Excellent written and verbal English, with the ability to synthesize and communicate complex information clearly and persuasively.
- Strong research, analytical, organizational, project management, and prioritization skills, including the ability to meet tight deadlines.
- Excellent interpersonal skills and ability to build relationships with staff, partners, and stakeholders at all levels.
