The HR Technology Manager provides strategic leadership across HR technology, product delivery, governance, and continuous improvement initiatives that advance business priorities and enhance the workforce experience. Partnering with HR, Digital, Operations, vendor partners, and business stakeholders, this role drives technology-enabled transformation through product strategy, process optimization, portfolio management, operational excellence, and innovation. Accountable for delivering scalable solutions, governance frameworks, performance insights, and sustainable business outcomes, this leader fosters collaboration, enables data-driven decision-making, and builds a culture of continuous improvement and customer-focused execution.
II. Essential Duties and Responsibilities
 

  • Strategy & Product Leadership
    • Establish, own, and execute a product vision and roadmap for assigned solutions, ensuring it aligns with business strategic goals and delivers an exceptional user experience
    • Partner with HR Technology leadership and business stakeholders to translate strategy into product roadmaps, operational improvement plans, delivery priorities, and execution objectives
    • Serve as a strategic advisor to business stakeholders, providing guidance on technology capabilities, process transformation opportunities, industry trends, AI innovation, and solution alternatives
    • Act as a subject matter expert for assigned products and business processes, leading complex initiatives and influencing enterprise decisions by translating business strategy into technology capabilities, operating models, and actionable delivery plans
    • Identify opportunities to improve organizational effectiveness through process optimization, governance enhancements, and technology-enabled business transformation
  • Product Delivery & Execution 
    • Establish governance processes for intake, prioritization, roadmap planning, resource allocation, escalation, decision-making, and solution delivery, ensuring alignment with technology strategy and business objectives
    • Lead, enable, and oversee the planning, prioritization, design, configuration, testing, implementation, and ongoing optimization of assigned technology solutions, ensuring successful delivery of quarterly releases, system enhancements, projects, and production support
    • Oversee project planning and execution by managing dependencies, risks, resource allocation, timelines, and communications across multiple concurrent initiatives
    • Maintain comprehensive delivery plans and portfolio reporting to monitor progress, measure outcomes, identify risks, and provide visibility to stakeholders and leadership
    • Implement and maintain delivery frameworks, tools, and best practices that support Agile delivery, portfolio management, operational excellence, and continuous improvement
  • Operational Excellence & Innovation
    • Establish and maintain operational standards, governance practices, standard operating procedures (SOPs), delivery frameworks, operational playbooks, documentation, and knowledge management processes to improve consistency, quality, scalability, and organizational effectiveness
    • Drive continuous improvement by analyzing workflows, developing process maps, identifying operational inefficiencies, and implementing solutions that reduce cycle time, improve service delivery, and enhance user experiences through technology, automation, reporting, and process optimization
    • May develop and maintain KPI frameworks, performance metrics, dashboards, and reporting capabilities that support data-driven decision-making and operational transparency
    • Partner with vendor teams (e.g., Oracle) to improve product capabilities and influence strategic product roadmap through active participation in customer events, community forums, and advisory opportunities
    • Champion organizational change and adoption efforts by supporting communication, training, documentation, and stakeholder engagement related to new processes, technologies, and ways of working
  • Leadership & Culture
    • Lead, coach, mentor, and develop self or a team, ensuring a unified strategy that supports business goals, operational excellence, and user experience outcomes
    • Establish clear accountability models, decision rights, governance structures, and communication channels that improve collaboration and execution across cross-functional teams
    • Foster a high-performing team culture built on ownership, accountability, collaboration, customer focus, curiosity, and continuous improvement
    • Partner across HR, Digital, Payroll, Security, Operations, and vendor organizations to drive alignment, resolve dependencies, and achieve shared business objectives


  • Strong knowledge of enterprise cloud HR technology solutions (Oracle HCM preferred), with experience leading technology solutions supporting one or more HR functional areas
  • Demonstrated experience developing technology roadmaps, product strategies, and multi-year capability plans
  • Ability to balance business objectives, technology capabilities, and user experience when evaluating solution alternatives and investment priorities.
  • Strong leadership skills with experience building, mentoring, and developing high-performing teams
  • Experience leading cross-functional initiatives involving HR, Digital, vendors, and business stakeholders
  • Ability to influence decisions across all organizational levels without direct authority
  • Strong consulting, facilitation, and executive communication skills
  • Experience managing competing priorities, product roadmaps, and strategic initiatives in a complex enterprise environment
  • Knowledge of Agile, product management, project management, or similar continuous improvement methodologies
  • Experience with HR technology governance, release planning, SaaS release cycles, testing, deployment, and change management
  • Demonstrated ability to identify opportunities for automation, AI, and process optimization
  • Strong analytical, problem-solving, organizational, and decision-making skills"

III. Qualifications 
A. Required Qualifications 
 

  • Bachelor's Degree (accredited) in Information Systems, Business Administration or similar area of study
  • High School Diploma or GED (accredited) and four (4) years of relevant experience
  • 7 years of prior work experience (in addition to education requirement) and
  • 3 years of supervisory experience
