Job Summary
This job will establish and build the cloud engineering capability at Children's Wisconsin, beginning with Microsoft Azure and extending to AWS as organizational priorities develop. This hands on functional manager will drive the architecture and engineering of cloud foundations, build infrastructure automation, and establish the team and operating practices needed to deliver and support cloud services. The role will create secure, reliable, recoverable, and financially accountable cloud platforms that enable clinical, business, and analytics initiatives.
Essential Functions

  • Cloud architecture and foundation build. Designs, builds, and validates the initial Azure platform and landing zones. Establishes subscription organization, identity integration, access controls, networking, policy, logging, and resource standards with Enterprise Architecture, Information Security, and Infrastructure. Documents design decisions, dependencies, and tradeoffs and implements approved designs through working code.
  • Analytics platform enablement. Leads the architecture and hands on implementation of the Azure infrastructure and supporting services needed for CW’s analytics environment, including integration with Microsoft Fabric. Partners with Analytics, Network Engineering, and Information Security to establish private connectivity, identity and access integration, DNS, monitoring, deployment automation, and cost controls. Establishes clear support responsibilities and production readiness for development, test, and production environments.
  • Automation and infrastructure as code. Authors and maintains reusable infrastructure modules, deployment pipelines, and configuration automation using Terraform, GitHub, Ansible, or equivalent tools. Establishes version control, pull request review, automated validation, environment promotion, infrastructure state management, and secure handling of secrets. Creates repeatable provisioning and change processes that reduce manual configuration and drift.
  • Data center migration. Develops and executes a phased approach for moving selected workloads from on premises data centers to cloud platforms after the initial analytics foundation is established. Assesses workload dependencies, technical suitability, operating costs, security, and recovery requirements with infrastructure and application owners. Leads migration engineering, testing, cutover, rollback planning, and operational transition, including retirement of replaced infrastructure when appropriate.
  • Hands on engineering and delivery. Builds, configures, tests, and troubleshoots cloud infrastructure and platform services. Takes work from incomplete requirements through design, implementation, and operational readiness. Establishes practical engineering patterns and onboarding methods that other teams can use. Remains directly involved in complex engineering and code review as the team grows.
  • Hybrid connectivity and workload enablement. Partners with network engineers on private connectivity, routing, DNS, segmentation, and access between CW and Azure. Works with application, analytics, and security teams to establish platform requirements, dependencies, and support boundaries. Engineers approved foundations for workload deployment and migration, including connectivity for analytics and data services.
  • Operational readiness. Builds monitoring, alerting, backup, recovery, patching, and incident response into platform delivery. Defines service ownership, support procedures, escalation paths, and coverage with partner teams before production use. Tests restoration and recovery, resolves platform incidents, and addresses recurring failures through engineering improvements.
  • Team formation and people leadership. Develops staffing and skills plans and recruits and onboards engineers as positions are approved. Establishes expectations, coaches staff, evaluates performance, and addresses development needs. Builds shared ownership, peer review, and accountability for production outcomes.
  • Security and governance. Implements approved access, encryption, network, logging, and policy controls with Information Security. Establishes secure deployment defaults, maintains audit evidence, and remediates findings. Aligns cloud delivery with enterprise ITSM and architecture standards.
  • Planning and financial accountability. Develops the platform roadmap and prioritizes work against demand, risk, and capacity. Estimates implementation and consumption costs; establishes tagging, budgets, reporting, and optimization. Recommends staffing and investments and manages assigned spending and vendor deliverables within delegated authority.
