Litigation Support 90%

  • The PSC shall provide administrative support for all aspects of litigation, including discovery, trial preparation and depositions. This includes formatting, copying, bates numbering, and scanning of a substantial number of documents.

 

  • The PSC shall, when necessary, perform legal research and analysis, and assist with drafting answers to complaints, drafting answers to and propounding discovery, drafting short motions, pleadings and any other documents and perform any incidental work related thereto as needed with respect to ongoing litigation before administrative agencies and in Federal court subject to review and approval by Agency attorneys. All work product resulting from the PSCs paralegal support services shall become and remain the property of the Agency.

 

  • The PSC shall identify and redact personally identifying information from the Agencys court filings and discovery responses subject to Agency counsel review and approval.

 

  • The PSC shall maintain Agency files for all litigation documents in original form, hard copy and electronic copy and ensure all Agency counsel can access or retrieve files expeditiously.

 

  • The PSC shall assist with proper and on time filing of all documents on behalf of Agency counsel including through electronic filing forums and FEDEX or mail filing forums.

 

  • The PSC shall assist in cite checking to bluebook or other proper citation methods and ensure all table of authorities cited are current, accurate, and complete.

 

  • The PSC shall compile trial litigation materials and organize necessary trial binders as specified by Agency counsel.

 

  • The PSC shall assist the Deputy General Counsel (DGC) or his/her designee with sharing incoming files with Agency counsel based upon the DGCs assignment of cases.

 

  • The PSC shall maintain and regularly update the Agencys litigation report to reflect the current assignment and status of every litigation case. The PSC shall work with the DGC or his/her designee to update and maintain the contingency reports to reflect potential monetary liability.

 

  • The PSC shall create and maintain a privilege log.

 

  • The PSC shall assist with maintaining a concise Federal District Court docket providing advance notice of PACER updates to ensure timely court filings.

 

  • The PSC shall communicate with judges or opposing counsel, if asked, on behalf of Agency counsel.
  • The PSC shall support discovery during litigation. This may include completing training, becoming proficient with, and using e-discovery software selected by OGC management.

 

Administrative Duties 10%

  • The Contractor shall attend weekly OGC litigation meetings and, if required, weekly OGC operations meetings to provide updates or receive direction on ongoing litigation.
  • The PSC may be asked to help locate materials that are difficult to find to support Agency counsels work including through non-traditional research means such as in-person research at the Library of Congress.
  • The PSC shall, when necessary, assist with answering the office telephones and help office visitors find the Agency counsel that can assist them.
Collateral Duties
  • The PSC performs all other similar/related duties and responsibilities as may be assigned.
Qualifications

The Personal Services Contractor (PSC) shall perform litigation paralegal services to assist all United States Agency for Global Media (hereinafter Agency) counsel in ongoing litigation before administrative tribunals such as the Equal Employment Opportunity Commission, the Merit Systems Protection Board, the Federal Labor Relations Authority, arbitrators, the Government Accountability Office, the Civilian Board of Contract Appeals as well as all Agency litigation in Federal courts.

 

The PSC shall have at least 3 years of experience in performing administrative support for all aspects of Federal litigation.

Skills Required

  • At least 3 years of experience performing administrative support for all aspects of Federal litigation
  • Experience with discovery processes, document formatting, copying, bates numbering, scanning, and maintaining hard/electronic files
  • Familiarity with PACER and electronic filing systems
  • Ability to identify and redact personally identifying information from court filings and discovery responses
  • Legal research and analysis capability and assisting with drafting answers, discovery, short motions, and pleadings
  • Experience compiling trial materials and organizing trial binders
  • Ability to maintain privilege logs, litigation reports, and Federal District Court dockets (monitor PACER updates)
  • Cite-checking knowledge (Bluebook or other proper citation methods) and ensuring tables of authorities are accurate
  • Comfort communicating with judges or opposing counsel on behalf of Agency counsel when requested
  • Willingness to assist with administrative office duties (answer phones, assist visitors) and occasional in-person research
  • Proficiency or willingness to train on and use e-discovery software
