As a senior analyst, this individual provides full lifecycle acquisition and requirementsmanagement for complex government programs. The role requires validating and refiningrequirements, leading the development of comprehensive capability requirements documentation andprocurement packages, and actively monitoring contract execution to ensure compliance and missionsuccess, often serving as the primary acquisition expert to the Program Manager.

Responsibilities

• Leading the process of validating program requirements to ensure they are complete,welldefined, and within the scope of the intended program and/or contract vehicle.• Managing the development of complete procurement packages, including acquisitionschedules, financial plans, SOWs, and evaluation criteria (Section L & M).• Leading the technical evaluation of contractor proposals, documenting the findings of theevaluation board, and providing data-driven recommendations to the program manager.• Proactively monitoring the execution of all requirements under contract, identifying potentialperformance issues, and recommending corrective actions.• Serving as the primary author for the most complex requirements documents (SOCs, ECDs,AoA/study reports, SOWs, PWSs) for a contract.• Lead planning activities and improve NGA’s GEOINT readiness through attendance inreadiness activities (e.g. exercises, experiments, wargames, GEOINT Intelligence SupportPlanning), as well as anticipate and forecast events that could impact NGA mission support.• Reviews and edits technical requirement or capability documents on specific phenomenologyin support of future GEOINT system development.• Designs, coordinates, executes, and analyzes NGS and NSG studies, assessments, andanalytic efforts

Required Qualifications
  • At least 10 years of relevant experience with a Master’s, compliant with GSA standards.
  •  A Bachelor's degree in a relevant field such as GIS-related, Earth Science, IT, Engineering, orBusiness.
  • Demonstrated experience working in a DoW or IC agency providing total lifecycleacquisition management.
  • Demonstrated experience writing complex requirements documents (SOCs, ECDs, AoA/studyreports, SOWs, PWSs).
  • Demonstrated knowledge of GEOINT phenomenology including radar, electro-optical, andfull spectrum and other planned and potential capabilities.
  • Demonstrated specialized Government agency or military experience in GEOINT or allsource intelligence processes and activities.
  • Demonstrated specialized experience supporting DoW and IC studies
  • Demonstrated experience leading or conducting and documenting technical evaluations of contractor proposals.
Desired Qualifications

• ITIL certification for IT Service management.• DAWIA Level II or III certification in Program Management or Contracting.• Direct experience with the NGA requirements process and acquiring IT infrastructureservices.• Ability to perform assigned duties and learn capability requirements and federal acquisitionprocedures with general supervision.• Demonstrated specialized capability requirements or lifecycle acquisition experiencespecifically applied within the DoW or the IC.• Demonstrated understanding of the GEOINT mission and its contributions to the DoW andIC.

Skills Required
