In Japan, Turner & Townsend has an established presence with a well-resourced office, providing a strong platform for JUMBO's growth in the market. JUMBO is already active in Japan, supporting existing clients with their Japanese offshore wind projects. This role offers the opportunity to join an organisation with genuine critical mass in-country, combining the stability of an established infrastructure with the entrepreneurial opportunity to build something new.

The Opportunity

Japan is a strategic market for JUMBO and one of the most exciting offshore wind markets in Asia. With several existing clients and projects in the country, this is an excellent time to be part of our growth. We're looking for a well-rounded individual who has advised on a wide range of procurement, contractual and commercial matters across the lifecycle of offshore wind projects – from early-stage development through to construction and operations.

Hands-On Delivery

You will be advising major offshore wind developers on procurement and contracts management across key DEVEX and CAPEX scopes, including but not limited to:

• Wind Turbine Generator (WTG) supply and Turbine Supply Agreements (TSAs)

• Foundation supply (monopiles, jackets, floating foundations)

• Inter-array cables and export cables

• Offshore substations (OSS) and onshore substations

• Transportation and installation (T&I) contracts

• Balance of Plant (BOP) packages

• Operations & Maintenance (O&M)

• Development services including site investigations, metocean studies, FEED and engineering consultancy

Procurement & Tendering

You will lead and support the full procurement lifecycle:

• Development of procurement strategies aligned to project schedules, risk appetite and market conditions

• Supplier pre-qualification, market sounding and Requests for Information (RFIs)

• Preparation of tender documentation including Instructions to Tenderers (ITT), technical specifications and contract terms

• Management of Requests for Proposal (RFP) processes and tender clarifications

• Technical and commercial bid evaluation, scoring and recommendation of award

• Contract negotiations and finalisation, including interface management between packages

• Coordination of commercial, technical, financial and legal workstreams while ensuring compliance with client governance and approval procedures

Contracts Management

You will provide contracts management support throughout project execution:

• Contract administration and interpretation, including FIDIC-based and bespoke offshore wind contracts

• Management of contractual correspondence and formal notices

• Oversight of contractor obligations, milestones and key deliverables

• Processing of variations, change orders and claims in accordance with contract mechanisms

• Proactive management of commercial relationships with contractors and resolution of disputes

• Preparation of governance materials and presentations to Steering Committees and investment bodies

Business Growth & Leadership

• Growing and leading a team in-country

• Business development and client engagement across the Japanese offshore wind market

• Collaborating closely with our APAC leadership

• Contributing to specialist knowledge centres and development of best practices

• Supporting training and development initiatives across the group

Who We're Looking For

We are seeking passionate and motivated procurement and contracts management professionals aligned to our vision and excited by the opportunities of working in a rapidly expanding international business.

Desirable Experience:

• Significant experience in procurement and/or contracts management on offshore wind projects

• Proven track record negotiating and managing major CAPEX contracts including WTG supply, foundations, cables, substations and T&I

• Experience with FIDIC contract forms (particularly Yellow Book) and bespoke offshore wind contracts

• Understanding of offshore wind project lifecycle from development through to operations

• Experience managing contractor interfaces and multi-contract execution environments

• Strong interpersonal, negotiation and communication skills

• Structured and methodical approach to work

• Ability to project manage processes and lead complex negotiations

• Bachelor's or master's degree in a relevant field of study (engineering, law, quantity surveying, or similar)

• Japanese language skills and/or experience working in the Japanese market is an advantage but not an absolute requirement
