Responsibilities:

Manage and maintain the kennel. 

Conduct in-country training of explosives detection dogs. 

Provide on- and off-compound detection of explosive materials. 

Perform daily maintenance training (i.e., performance and explosives detection) and maintain training records for assigned detection dogs. 

Maintain the day-to-day health and welfare of assigned detection dogs. 

Maintain all assigned canine-related equipment. 

Perform basic canine emergency first-aid as needed. 

Maintain complete and thorough records associated with the TO detection dogs including, but not limited to: 

  • Acquisition records 
  • Health and immunization records 
  • Training records, to include all records of when the dog was initially trained, to what standards, using what techniques, and by whom. 
  • Testing records, to include where, by whom, and when the dog was certified prior to acceptance on the program, what explosive odors the dog was tested on, the results, any follow-on training, and all certification/recertification and validation testing. 
  • Handler records, to include the names and appropriate identifiers of all Explosive Detection Dogs with whom the dog was worked while on the program. 
  • Acquisition, storage, and disposal records of all explosive training aids used during the contract period. 

Responsible for the safe and efficient control, handling, and disposal of explosive training aids, ensuring all training aids are handled, stored, and disposed of in accordance with established protocols/best practices. 

Manage, supervise, and coordinate post assignments and schedules for canine handlers and trainers, including leave rotations and within-theater travel to and from sites within the TO area of responsibility. 

Qualifications:
For bio approval, the KM shall meet the following qualifications:

Must be a U.S. citizen. 

Must possess a North American Police Work Dog Association (NAPWDA) certification or equivalent national/state/provincial military or law enforcement certification as a working dog handler. Will only accept certifications given at the end of a working dog handler course, specifically a NAPWDA certification or equivalent national/state/provincial military or law enforcement certification as a working dog handler. Note that these are not certifications given at the end of an annual certification test, but a certification given at the end of the actual K9 handler course. The certification must list a date range and/or the number of hours. 

Must possess a national/state/provincial military or law enforcement certification as a kennel master, canine supervisor, or canine trainer. 

Must possess a minimum of three (3) years’ experience as an explosives detection dog trainer, kennel master or canine supervisor that has occurred within the last (7) seven years from the date the bio is submitted.

Must possess a minimum of one (1) additional year of security-related experience. Experience may be gained in the employ of any national, state, provincial, local, or commercial entities providing armed security services that require skills similar to those identified in the NPSS training course as outlined in WPS III IDIQ, Attachment 2, Training. 

Must attend and successfully complete a supervisory course meeting the requirements established in WPS III IDIQ, Attachment 1, Position Descriptions, Section 1.2.C. 

Upon bio approval and before beginning work on the contract, the KM shall:

  • Attend and successfully complete the NPSS training course, as outlined in WPS III IDIQ, Attachment 2, Training. 
  • Attend and successfully complete training, to be a minimum of three (3) hours in length, addressing the following topics: 
  • Recognition of improvised explosive devices (IED) and explosive materials, both in general and relating specifically to the TO area of operations. 
  • Safe explosives handling, explosives storage protocols, and explosives transportation protocols, to include protocols for avoiding cross-contamination of explosive training materials. 
  • Phase I of the Bureau of Alcohol, Tobacco, and Firearms (BATF) National Odor Recognition Test (NORT). 
  • Phase II of the NAPWDA certification test.

Obtain and maintain a Personnel Security Clearance as specified in TO. 

Possess no impediments to traveling overseas to and within countries that are considered dangerous or unhealthy in general, or to the country or countries assigned in the applicable TO.
