SCT seeks experienced and motivated federal HR experts to support federal agencies HR divisions. We are seeking a variety of knowledge and experience levels in federal human resource (HR) operations, policy, strategy, and administration to support initiatives across the human capital lifecycle. As a key contributor to client projects, HR consultants will work independently and collaboratively as an effective team member and will work onsite with the client in the National Capital Region. Responsibilities include: 

Summary of Responsibilities

  • Recruitment and Staffing
    • Supports recruitment efforts by coding personnel actions, developing vacancy announcements, and researching direct hiring practices to improve recruitment timelines.
    • Assists with classification-related tasks such as conducting desk audits and aligning position descriptions with organizational needs.
    • Develops recruiting tools and standards, including assessments and hiring flexibilities.
  • Classification
    • Delivers full-spectrum classification services, including writing position descriptions, conducting desk audits, and completing FES, FLSA checklists, and OF-08 forms.
    • Provides expert consultation on complex classification issues and develops SOPs and special projects.
  • Executive Sourcing and Recruitment
    • Provides technical and administrative support for sourcing and hiring senior executives, including identifying and assessing both active and passive candidates.
  • Competency and Training Plans
    • Assists in building competency models and aligning them with training plans for sworn and civilian staff.
    • Helps create standardized Individual Development Plan (IDP) tools to track and support employee growth.
  • Policy and Process Management
    • Reviews, maps, and assesses existing HR policies and processes for completeness and control, recommending and developing improvements.
    • Tracks policy/SOP development and implements internal audits to evaluate compliance and effectiveness. 
  •  Strategic Planning Activities
    • Supports strategic human capital planning by aligning organizational goals with employee and stakeholder engagement.
    • Assists with performance metrics, planning models, training tools, and change communication strategies. 
  • Organizational Development & Change Management
    • Enhances organizational effectiveness through diagnostics, leadership training, cultural assessments, and change management initiatives. 
    • Supports leadership teams in role clarification, team building, and improving communication. 
  • Organizational Analysis and Alignment
    • Provides support for organizational assessments and restructuring, including functional alignment and design of future-state organizational structures.
  • Strategic Organizational Management and Reporting
    • Produces operational and stakeholder reports, briefings, and other deliverables; introduces electronic solutions to streamline reporting processes. 
  • Business Engagement and Stakeholder Communication
    • Conducts stakeholder analysis and develops outreach, communication, and user adoption strategies.
    • Creates customer service models, marketing plans, and feedback mechanisms to boost engagement and satisfaction.
  • Employee Relations
    • Provides support for performance, leave, and workplace flexibility programs, including technical and administrative assistance to subject matter experts. 
  • Benefits and Retirement
    • Offers administrative and technical support for a range of federal employee benefits such as health insurance, TSP, FSAs, and retirement programs. 
  • Workers’ Compensation
    • Supports program administration for work-related injuries and illnesses, including benefits processing and technical assistance. •
  • HR Information Systems (HRIS) Management
    • Maintains HRIS operations, including data entry, reporting, system development/testing, payroll interfaces, and analytics for decision-making. 
  • Time and Attendance (T&A)
    • Manages payroll and leave data, audits records, resolves discrepancies, and supports NFC and Workbrain systems for attendance tracking.
  • Payroll Processing
    • Administers payroll actions such as billings, collections, special adjustments, and other personnel-related transactions. 
  • General Administrative Support
    • Provides office support including document handling, calendar management, visitor reception, correspondence preparation, and system transactions.
    • Assists with policy and SOP drafting, supports HR specialists, and helps supervisors and employees navigate HR services.
       

Education

  • Bachelor’s degree in Human Resources or related field required.

Experience/Qualifications:

  • Demonstrated expertise in at least one of the following:
    • Advancing human resource programs/initiatives for Federal organization(s).
    • Federal labor and employee relations including knowledge in the interpretation and application of FLSA, FMLA, and the ADA.
    • Federal staffing and federal personnel management.
    • Federal position classification and position management.
    • Federal HR administrative and staffing support, including providing human capital policy development and internal control implementation.
    • Federal staffing and merit promotion rules and regulations. 
  • Proficiency using the MS Office suite of applications. 
  • Experience with SharePoint, MS Project, and Visio preferred.
  • Excellent writing skills with specific attention to detail.
  • Excellent analytical and research skills.
  • Must possess and demonstrate excellent customer service skills.
  • Exceptional organizational skills and ability to handle multiple priorities.
  • Must be detail-oriented, with good organization and time management skills. 
    Ability to work on-site with the client in Washington, DC.
  • Ability to pass government agency background check.
