Overview of Position:
Responsible for the assessment, analysis, design, development and implementation of complex computer applications and software systems. Manages the support and troubleshooting of complex custom developed software systems and continually improving operations and systems to support the needs of the enterprise. Manages projects, conducts detailed analysis and evaluations, analyzes, designs, develops, and maintains queries/reports, documents, complex computer applications, programs, and procedures that provide solutions for business requirements or to solve business problems.
ESSENTIAL DUTIES
1. Applies independent judgment, discretion and analysis in coordinating, developing and designing complex computerized information system solutions.
2. Defines and develops practical information system specifications utilizing current toolsets and methodologies.
3. Conceives, creates, develops and establishes new programming techniques, methods, procedures, approaches and standards working with advanced applications system design techniques and methodologies.
4. Confers with customers and studies effectiveness of system flow, data usage and manual or automated processes to identify effective or inefficient systems.
5. Communicates and coordinates with customers during the analysis, definition and development phases.
6. Determines the economic and operational feasibility of using systems to satisfy information needs and presents proposals for new systems or the enhancement, improvement and/or replacement of existing systems.
7. Maintains awareness of state-of-the-art development tools, programming techniques, problem solving techniques and technology solutions.
8. Participates in consulting like engagements with customers to define system needs, system analysis and detailed system design.
9. Recognizes and identifies potential areas where existing policies and procedures require change, or where new policies and procedures need to be developed.
10. Utilizes programming, documentation standards and methodologies as defined by IS and helps set future standards, techniques and methodologies.
11. Understands and learns user functions in detail as well as the organization and role of the functions in the enterprise.
12. Prepares test data and full test plans with assistance from all staff involved.
13. Actively engages and participates in the investigation, evaluation, consulting, systems analysis, design and management of the systems and system projects.
14. Develops, manages, and verifies complete project requirements, project timelines, detailed specifications, work plans and project resources without direct supervision.
15. Analyzes current business functions and processes to be automated and formulates a plan for automation.
16. Develops project benefit (impact analysis) and recommends alternative solutions if appropriate.
17. Analyzes complex data and has the aptitude to select from a range of alternatives to determine appropriate action(s) to be taken.
18. Works with all vendors to resolve issues/problems in a timely manner.
19. Provides on-call support and troubleshooting via phone, remote dial-in or on-site if necessary.
20. Reads all organization/department communications (i.e. newsletters, minutes, memos, etc.) as well as attends 75% of the monthly department meetings.
21. Remains current on information technology principles, concepts, practices and technologies.
22. Demonstrates the ability to make resourceful decisions, carefully weighing all alternatives and foreseeing the consequences before taking action.
23. Implements, maintains and follows established security measures and protocols.
24. Executes the details of each interface or system integration project.
25. Codes interfaces and configures engine according to documented specifications.
26. Supports all project team members with application and information systems knowledge
27. Primary resource dedicated to designing, building, testing, and activating the application database.
28. Develops and maintains models and documentation of business and system requirements and configures system accordingly.
29. Documents and maintains all required system design and build documents.
30. Contributes to preparation of testing scripts and materials and performs unit, system, and integrated testing tasks.
31. Works with training team to develop application specific training curriculums and materials.
32. Demonstrates proficiency in all hardware/software required to perform the job
33. Effectively utilizes project tools, technologies and methodologies to provide clear and concise documentation/communication (i.e. project tracking, weekly reports, etc.).
34. Subscribes to relevant technology information channels to stay informed of security vulnerabilities.
35. Proactively assesses potential items of risk and opportunities of vulnerability in the network.
QUALIFICATIONS
1. Associates degree in computer science or related area or equivalent experience required.
2. Five years of experience in programming, analysis, design, development and project management or an equivalent combination of experience and education.
3. Has an understanding of Agile Project Management methodologies and willing to apply those to new development project.
4. Epic certification in Bridges and Data Courier Administration must be obtained within six months of the hire or transfer date.
5. Epic Certification in the administration of the Cogito suite of Business Intelligence and Data Warehouse Tools.
6. Experience with rapid prototyping and other design/development methodologies that deliver work products and solutions quickly.
7. Experience with SSIS and SSAS with prior experiencing maintaining OLAP cubes or equivalent experience.
8. Strong time management, organization and prioritization skills. Ability to work independently and without direct supervision.
9. Experience with XML, CSS, Java and VB Scripting.
10. Has an understanding and working knowledge of HL7, X12, EDI standards.
11. Working knowledge of C#, VB.NET, SQL, SSIS, Java, and Crystal Reports
12. Working knowledge of standard communication protocols including TCP/IP, DICOM.
13. Working knowledge of Object Oriented Programming concepts, relational data bases and development lifecycle.
14. Experience working in multi-tier client server environments including Windows and UNIX operating systems.
15. Excellent interpersonal, decision-making, facilitation, conflict resolution and analytical skills.
16. Ability to work independently and under pressure in a complex and changing working environment.
17. Pro-active problem-solver with excellent listening, verbal and written communication skills.
