IT Project Management Expert II

We are seeking an IT Project Management Expert to drive execution of two critical workstreams within the China Digital Enablement program: Active Directory Segmentation and Application Rationalization. This role is accountable not only for planning and coordination, but for direct ownership of delivery, working deeply with technical teams to translate regulatory and architectural requirements into implemented, operational solutions.

This position suits a senior project manager who is comfortable operating close to the technology—reviewing designs, challenging assumptions, resolving blockers, and actively driving work forward across identity, infrastructure, network, and application teams.

Key Responsibilities

Hands‑On Program Delivery

• Own day‑to‑day execution of two interdependent workstreams, including detailed planning, dependency management, and issue resolution.
• Actively drive decisions, unblock teams, and ensure work progresses from design through implementation and stabilization.
• Produce and maintain detailed delivery artifacts (migration plans, decision logs, risk registers, cutover plans).
• Provide concise, execution‑focused updates to senior stakeholders, with clear actions and ownership.

Workstream 1: Active Directory Segmentation

• Directly lead the implementation of a segmented Active Directory architecture separating China from the global directory.
• Own the migration planning and execution for users and applications, working hands‑on with identity, infrastructure, and security teams.
• Translate PIPL and MLPS 2.0 requirements into concrete technical controls around data residency, access governance, logging, and audits.
• Enforce clear administrative boundaries, ensuring local operational autonomy without global credential exposure.
• Drive network segmentation and cloud integration activities to ensure reliable, low‑latency identity services in China.

Workstream 2: Application Rationalization

• Personally drive the inventory, assessment, and lifecycle decisions for 100+ applications in scope for China.
• Maintain a working “single source of truth” covering application ownership, dependencies, data flows, cost, and compliance exposure.
• Facilitate and lead application decision forums, pushing outcomes (retain, retire, replace, refactor, or localize) rather than open‑ended discussion.
• Actively reduce regulatory risk and total cost of ownership by decommissioning low‑value or non‑compliant applications.
• Own sunset planning, data retention coordination, and transition of approved applications into active migration or modernization delivery.

Qualifications

• 10+ years of experience delivering complex IT initiatives, with a strong record of hands‑on execution.
• Solid technical grounding in identity platforms, enterprise infrastructure, and application landscapes.
• Proven ability to work directly with engineers, architects, and vendors to drive outcomes.
• Experience operating in regulated or data‑sovereign environments; China experience is required.
• Clear, direct communication style with the ability to drive decisions and accountability.
• AI Governance Knowledge: Familiarity with AI fundamentals for apps utilizing generative AI features within China.
