The IT Functional Analyst shall support United States Fleet Forces (USFF) and subordinate commands by delivering technical and administrative services for the implementation and management of NMCI/SMIT/EUHW enterprise network services, which includes providing Echelon II Navy Enterprise Tool (NET) customer service, CLIN management, Flag/SES level support, and NMCI Seat Refresh coordination. Operating full-time onsite at the Naval Support Activity (NSA) in Norfolk, VA, the analyst must be technically savvy, possess excellent communication skills, and maintain full knowledge of Navy C4I/CIO headquarters and local directives to advise leadership effectively. In this onsite capacity, the analyst will directly support the USFF N6 executive staff with Windows operating systems and Microsoft Office 365 (Flank Speed) functions, to include managing schedules, documents, and briefs, as well as gathering and analyzing C4I/CIO documentation in a timely manner. 

This position requires presence onsite with the client at the Naval Support Activity (NSA) Norfolk, VA for classified tasks.  No travel is anticipated for this position. 

Responsibilities
  • Translate business strategies, customer expectations, and requirements into detailed narratives, specifications, flowcharts, and process flows to articulate complex COTS and GOTS information for varied audiences. 
  • Assist in the development of government policy documentation. 
  • Assess Navy C4I/CIO infrastructure, Windows operating systems, and Microsoft Office 365 (Flank Speed) reports to identify system issues requiring programmatic action, focusing on actionable deliverables and critical success criteria. 
  • Review Joint and subordinate C4I/CIO doctrine to validate and verify that interoperability is maintained, and to identify potential mission or requirement gaps. 
  • Act as the central point of contact for the C4I/CIO executive. 
  • Analyze C4I/CIO Joint system interdependencies to review and develop future C4I/CIO requirements afloat and/or ashore. 
  • Recommend, review, and generate Navy C4I/CIO requirements to maintain interoperability and obviate existing or identified architecture shortfalls. 
  • Assess Joint and Navy C4I/CIO policies and procedures to identify seams, and support subordinates in Standard Operating Procedure (SOP) and Tactics, Techniques, and Procedure (TTP) development to offset or mitigate them. 
  • Participate in program and project meetings, providing effective, concise updates regarding issues, risks, objectives, and initiatives. 
  • Provide technical and administrative support services for the implementation and management of NMCI/SMIT/EUHW enterprise network services, including policy, service ordering, delivery, asset/account management, seat refresh, SES/FLAG VIP support, and Service Desk coordination. 
  • Ensure NMCI/SMIT/EUHW readiness through strategic analysis, planning, and support applied to people, processes, and technology to guarantee service continuity between SMIT/EUHW contracts. 
  • Perform duties as an Echelon II (Ech II) Customer Technical Representative (CTR) as approved by the government, maintaining proficiency in the latest NMCI/NGEN toolsets and asset management systems. 
  • Ensure the necessary planning, outreach, execution, and dissemination of NMCI/SMIT/EUHW lessons learned and after-action reports. 
  • Act as Subject Matter Expert (SME) for SMIT/EUHW/NMCI policy, governance, and process improvement, coordinating professionally with Ech II/III and subordinate commands. 
  • Develop and deliver training on IT Portfolio and NMCI/SMIT/EUHW processes/procedures, utilizing or updating existing training materials. 
  • Engage pertinent stakeholders and cross-functional event support SMEs to manage and coordinate communications that directly or indirectly influence objectives and tasks. 
  • Provide USFF ECH III subordinate commands training for NIPRNET/SIPRNET seat services, NMCI Enterprise Tool (EITSMS), DoN Application and Database Management System (DADMS), Legacy Network and Application reduction, and Integrated Solution Framework (ISF) Tools. 
  • Provide technical oversight and guidance dissemination to USFF’s ECH IIs, ECH IIIs, and subordinate commands as required.
Qualifications
  • Active SECRET Clearance 
  • Bachelor’s degree in English, Information Technology, Business Administration, or related field and two years of experience performing IT analyst functions, or related experience. 
  • Experience in interpreting requirements, performing highly complex analyses, and resolving complex problems 
  • Familiar with DON network environments 
  • Familiar with USFF structure and organization 
  • Experience as a NMCI CTR to include Navy Enterprise Tool (NET) administration 
  • Ability to think independently with minimal oversight, as well as demonstrate self-motivation and initiative 
  • Excellent customer/client management skills and techniques – internal and external 
  • Ability to manage multiple projects simultaneously and prioritize all ongoing efforts and meet short suspense/high visibility deadlines 
  • Minimum of 4 years of experience in coordinating IT projects, working with Portfolio Management, and conducting requirements analysis. 
  • Excellent and communication skills, both verbal and written 
  • Proficient with Microsoft Office (Word, Excel, and PowerPoint) 
  • DoDM 8140 Systems Intermediate Security Analyst Level III 
Pay Range

$85,000-$95,000

Skills Required

  • Active Secret clearance
  • Bachelor’s degree in English, Information Technology, Business Administration, or a related field
  • At least two years of experience performing IT analyst functions or related experience
  • At least four years of experience coordinating IT projects, working with portfolio management, and conducting requirements analysis
  • Experience interpreting requirements, performing complex analyses, and resolving complex problems
  • Familiarity with Department of the Navy network environments
  • Familiarity with USFF structure and organization
  • Experience as an NMCI Customer Technical Representative, including Navy Enterprise Tool administration
  • Excellent customer and client management skills
  • Ability to manage multiple projects, prioritize efforts, and meet short-suspense deadlines
  • Excellent verbal and written communication skills
