Hexcel is currently seeking an International Trade Compliance Analyst M/F.
As part of the International Trade Compliance (ITC) group, the ITC Analyst will apply advanced analysis of applicable rules and regulations to validate and ensure compliance of material, technology, equipment and software movement to and from Hexcel global facilities and global customer sites. The position can be based in Dagneux (France), Duxford (UK) or Parla (Spain).
Key Responsibilities and Activities:
- Expertise in EU/UK/Morocco trade laws and regulations including Customs, Dual-Use Regulations, Military Export Regulations.
- Working knowledge of international shipping processes and documents such as customs / commercial invoice, packing list, transport waybill, and export license; including consignee information, Incoterms, harmonized tariff code, customs origin (Free Trade Agreements), customs value, export classification, and export license data and familiar with Export Administration Regulations (EAR), International Traffic in Arms (ITAR), and U.S. Treasury Office of Foreign Asset Controls (OFAC).
- Responsible for the management of customs and duty operational compliance and duty deferral, such as IPR (Inward Processing Relief) and FTZ (Free Trade Zone).
- Manage day-to-day Export activities for assigned sites. Perform export audits via CHIEF, DELTA, etc... entries on sensitive exports and oversee export operations within internal Shipping teams.
- Procure Dual-Use and Military licenses and maintain an active log of existing licenses.
- Coordinate and optimize the compliance and performance of logistics partners and participate in service review meetings and evaluate quality levels.
- Identify opportunities and provide recommendations for process improvements, develop data driven options for business opportunities and develop recommendations for improvements to management.
- Act as European ITC AX/D365/OCR expert and provide training, system maintenance, making sure accurate HTS, ECCN classifications are used as well as direct delivery setting.
- Support AEO (Authorized Economic Operator) program and associated non- European supply chain security programs for Hexcel global operations.
- Resolve screening results with internal Hexcel team and distributors via OCR or similar tools.
Qualifications & Experience:
Advanced degree or Bachelors degree in Logistics, Business Administration, Supply Chain Management, Operations Management, or International Trade with 5 years of export/import compliance experience
- Thorough working knowledge of and experience with European customs, dual-use and military exports laws and regulations
- Ability to communicate with professionals and people of all levels of the organization and to operate effectively within a team environment and ability to work cross culturally, virtually, and with foreign language speakers.
- Detailed understanding of Incoterms, global cargo insurance coverage, and shipping paperwork requirements.
- Excellent communication skills (verbal, written, presentation) with ability to implement and conduct training programs globally.
- Proficient in Microsoft Office Suite of products, document library systems, and database management.
- Well developed organizational, priority management and planning skills.
- Working knowledge of integrated logistics management - Proven problem solving and decision-making skills.
- Business fluency in English is required - Other languages a plus
- Familiarity with operational, financial, quality assurance, and human resources procedures and regulations.
