As an Industrial Products Technical Skills & Capabilities - Competency Program Manager, you are developing, governing, and maintaining the competency, skills, and learning systems that support workforce capability across Industrial Products. You are building standardized competency frameworks, mapping skills to roles, and ensuring HRIS/LMS integrations support accurate capability data. You are leading reporting, analytics, compliance tracking, and system enhancements to give the business visibility into workforce capability and readiness. You are partnering with cross-functional teams to drive adoption, improve data quality, automate reporting, and introduce new digital tools that elevate the capability ecosystem.
As a Competency Program Manager, you are responsible for:
Competency & Skills Framework Governance
Building, maintaining, and standardizing competency frameworks, skills libraries, and job to competency mappings, ensuring global usability and operational relevance.
Facilitating reviews with SMEs to validate, update, and continuously improve competency content across disciplines.
Ensuring competency frameworks integrate with performance management, learning, and succession planning processes (where applicable).
Systems, Data & HR/LMS Integration
Leading design, enhancement, and governance of competency and learning systems, ensuring data structures, workflows, and functionality support capability requirements.
Managing and optimizing HRIS/LMS integrations (e.g., Workday, LMS platforms), ensuring competency, learning, and performance data flow accurately.
Working with digital teams to translate business requirements into functional system enhancements, workflows, and reporting tools.
Reporting, Analytics & Compliance
Developing dashboards and workforce capability reports to support leadership visibility and operational decision making.
Leading compliance reporting for technical certifications, regulatory requirements, and training completion, ensuring audit readiness.
Establishing and maintaining data governance, quality standards, and documentation for competency and learning systems.
Stakeholder Engagement & Change Adoption
Partnering with HR, Digital Learning, Operations, and IT teams to embed a unified capability data ecosystem.
Leading communications, user training, and change management for competency system enhancements, reporting tools, and digital processes.
Supporting senior stakeholders by providing high quality reporting, guidance, and insights related to workforce capability.
Innovation & Continuous Improvement
Identifying opportunities to automate reporting, improve data accuracy, and streamline capability processes.
Supporting deployment of new learning technologies, digital tools, and system upgrades linked to competency and skills development.
Benchmarking internal and external practices to inform capability strategy improvements.
KPIs (KEY PERFORMANCE INDICATORS)
Accuracy and completeness of competency and skills data
Timely delivery of compliance and capability reporting
Improvement of data flow and system functionality across HR/LMS platforms
Engagement with dashboards and digital capability tools
Consistent application of governance and data quality standards across regions

To be successful in this role you will:
Have 7+ years of experience in competency management, capability frameworks, learning systems, or HR systems governance.
Have a strong background in competency framework design, assessment workflows, and job‑to‑competency mapping.
Have hands-on experience managing or implementing HRIS/LMS platforms, including data structures and reporting.
Have the ability to translate operational or HR requirements into system functionality and digital workflows.
Have proven experience producing workforce analytics and capability reports for senior leadership.
Have experience supporting compliance-readiness and regulated workforce environments.
Have strong stakeholder engagement skills across HR, technical teams, and leadership groups.
Desired Qualifications:
Have experience with global or multi‑region operations.
Have knowledge of safety‑critical industries or technical operations.
Have exposure to digital learning ecosystems and capability systems.
Have experience managing SME groups or validation committees.
