The Industrial Participation Manager will lead the development of Ultra Maritime’s Industrial Participation strategies (ITB/ Offset) which will deliver success across multiple international programs.
They will be a subject matter expert, providing expertise to Bids and Programs, and will support key
stakeholders to plan, execute and report initiatives which meet Ultra’s offset obligations to its customers.

Nationality Requirements

Candidates must be eligible to obtain the relevant security clearance required for the role, due to the nature of the programmes we deliver for our customers.

Job Description

Specific duties include:

  • Develop strategy which supports the delivery of Industrial Participation (IP) requirements
  • across several global defence programmes (with input from executives and key stakeholders)
  • Be the champion within the business for ITB & Offset, leading the establishment of common approaches and processes to ultimately ensure it is embedded in the business.
  • Identify and capture Industrial Participation opportunities and credits.
  • Development and implementation of practices and procedures designed to identify and capture Industrial Participation opportunities and credits.
  • Support bid teams to create credible plans, which are aligned to the overall IP strategy, while meeting the requirements of that specific proposal.
  • Contribute to proposals to ensure Industrial Participation obligations are properly described in our offers for new programs.
  • Support the detailed planning and delivery of Industrial Participation activities to meet the companies’ commitments.
  • Support the identification, evaluation, and selection of investment opportunities/projects for offset credit.
  • Engagement/education of internal stakeholders across all of Ultra’s Lines of Business to identify, develop and submit activities which are eligible for credit.
  • Monitor performance across multiple programs and provide regular reports to senior leadership ensuring program objectives are achieved and reporting requirements are met.
  • Collate information required to generate Offset reports and submit to the relevant authority to ensure correct credits are awarded.
  • Work with the senior leadership and relevant internal stakeholders, to develop and maintain a stakeholder management plan for Ultra to cover National and provincial government agencies, Industry associations & Research institutions

Experience/Knowledge:

  • Knowledge of Industrial Policy and Offset Programmes
  • Minimum 5-7 years’ experience in Supply Chain, Program Management or Offset (ideally in the defence sector).
  • Experience with building detailed reporting, and ERP system knowledge
  • Strategy Development
  • Understanding of Contract Terms/Experience with contract negotiations
  • Experience in program planning, budgeting and tracking to cost and schedule.
  • Good interpersonal and communication skills
  • Stakeholder and customer relationship management
  • Strong analytical skills
  • Excellent computer skills (Word, PowerPoint, Excel, Visio).
  • Quantitative skills as well as sales / account management experience a distinct advantage.

Qualifications:

  • Undergraduate Degree in business or a related field. Professional experience may be considered in lieu of education.


Role Requirements:

  • Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
  • Ability to achieve the required level of Security Clearance
  • Ability to Travel

Typically, a Bachelor Degree (or equivalent) in a related field and 5+ years related experience or an Associate Degree in a related field and 1+ years in a leadership role. May be required to maintain security clearance
