Overview

The Incident Investigator is responsible for conducting field investigations and documenting Incidents involving City Equipment (vehicles and other drivable equipment). They are dispatched to the scene of incidents where they conduct interviews, create diagrams, interview drivers and witnesses, and retrieve surveillance video.

Additionally, Incident Investigators will be assigned to investigate the circumstances of equipment incidents in which claims are filed against the City of Dallas.

Essential Functions

1 Responds to and investigates motor vehicle or equipment incidents involving City Equipment; documents damage to all vehicles and equipment involved in City Equipment Incidents; photographs incident scenes, vehicles, and evidence; interviews drivers, witnesses, and passengers and determines conditions leading up to an incident.

2 Writes detailed reports detailing all aspects of any City Equipment Incident they investigate.

3 Works closely with Dallas Police Department accident investigators and officers at the scenes of City Equipment Incidents  

4 Canvasses for and obtains video of City Equipment Incidents from various video sources.

5 Conducts examinations of vehicles and vehicle parts and documents findings. Documents, reports, and creates incident scene diagrams.

6 Ensures that unsafe acts and conditions are documented in incident reports.

7 Works with ORM Liability Division and City Attorney’s Office on cases as required and may act as a witness in court proceedings as needed; consults with and provides information and assistance to emergency personnel, citizens, city employees, department supervisors, managers, and other individuals as needed.

8 Provides training and updates to supervisors on compliance measures with post-testing requirements for any vehicle or equipment outlined in AD 3-49 Drug and Alcohol Testing of Applicants and Employees.

9 Performs any and all other work as needed or assigned.

Knowledge, Skills and Abilities

  • Ability to operate a motor vehicle.
  • Ability to work in adverse weather conditions.
  • Knowledge of traffic laws, City Personnel Rules, Standard Operating Procedures (SOP) for Dallas Police and Dallas Fire and Rescue Departments, Texas Code, Driver Safety Administrative Directives, International Organization for Standardization (ISO), and City Safety Program.
  • Knowledge of motor vehicle law enforcement, traffic direction, interviewing, report writing and presenting court testimony.
  • Ability to work in the field without direct supervision; ability to make fact based decisions based on City procedures, the law and facts presented.
  • Knowledge of principles, practices, and methods of accident investigation.
  • Knowledge of geography, physical and social characteristics of the city.
  • Basic understanding of MS Office applications, including Word, Excel, and Outlook.
  • Ability to follow written procedures.
  • Ability accurately enter data into an online report management system.
  • Ability to prepare clear and concise reports.
  • Public speaking skills, including the ability to present incident facts in a verbale report to supervisors or City management.
  • Ability to conduct interviews and document of employees and civilians.
  • Ability to accurately diagram accident scenes.
  • Ability to deal courteously and effectively with the public in all situations.
  • Ability to develop administrative, technical and investigative skills.
  • Ability to safely operate van-type vehicles and two-way radios.
  • Ability to remain calm under stressful conditions.
  • Ability to draft and create root cause analysis reports.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships with City employees of all Departments.

Experience

2 years of experience in law enforcement, investigation, or criminal justice. 

Licenses and Certifications

Texas Driver's License

Education

Associates Degree in Criminal Justice, Investigation, or related field.

Salary Range
 

$60,569.60 - $73,528.00

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.

  • Ability to remain calm under stressful conditions and deal courteously with the public.
  • Ability to establish and maintain effective working relationships with city employees and stakeholders.
