JOB DESCRIPTION:
Responsible for providing fiscal support to the Office of Special Education (OSE) Program Finance in meeting requirements related to federal Individuals with Disabilities Education Act (IDEA) Part B and other fiscal support as determined. This position will support Program Finance staff with daily activities, procedure development, stakeholder technical assistance, in addition to identifying and assisting in the implementation of efficiencies, organization, and improvements of fiscal operations.
QUALIFICATIONS AND SKILLS:
  • Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics.
  • Ability to collect and interpret information, apply criteria, and make recommendations.
  • Ability to maintain records and prepare reports and correspondence related to the work.
  • Ability to communicate effectively with others and work in a team setting.
  • Knowledge of basic principles of economics and public finance.
  • Intermediate to advanced ability in the use of Microsoft Office products and Adobe Acrobat.
  • Ability to be highly organized and detail oriented.
  • Ability to maintain confidentiality.

RESPONSIBILITIES:
  • Maintain special education financial and accounting policies, procedures, and processes.
  • Interpret federal and state regulations to ensure cost reporting, reimbursement of activity, and costs are eligible for financial reimbursement.
  • Review grants to ensure IDEA expenditures meet federal special education fiscal requirements.
  • Review and analyze financial expenditure reports for conformance to program direction.
  • Analyze fiscal data to identify noncompliance and respond as appropriate.
  • Answer inquiries from school districts regarding special education formula grants.
  • Identify budget and program issues and discuss suggestions with supervisor.
  • Assist OSE Program Finance with SE-4096, Special Education Actual Cost Reports and SE-4094, Transportation Costs Reports
  • Assist in the development of processes and procedures.
  • Assist in the development of stakeholder technical assistance.
  • Provide additional support to OSE Program Finance as needed.

TERMS OF EMPLOYMENT: Full time, non-union position; hybrid work environment options possible. Must have regular and reliable job attendance, performance, and the physical ability to do the job

REPORTS TO:  Financial Manager, Supervisor, Program Finance - Office of Special Education

COMPENSATION & BENEFITS: Salary range of $53,974-$56,960 based on qualifications and experience. Benefits include: health, vision, and dental insurance; paid time off; employee assistance program, long term disability insurance; life insurance; and retirement benefits through the Michigan Public School Employees’ Retirement System (MPSERS).
