The ICAM Governance Specialist serves as the strategic and operational lead for Identity, Credential, and Access Management (ICAM) governance, change management, and stakeholder communication. As the ICAM lifecycle progresses, this role ensures the technology landscape stays current and aligned with SBA identity lifecycle management workflows, security standards, and agency directives.

Operating within a modern DevSecOps delivery model, this role bridges the gap between high-level technical execution and organizational readiness across core enterprise platforms, including ServiceNow, Microsoft Entra, and Okta Identity. They drive the human and policy side of technical transitions by ensuring proper Multi-Factor Authentication (MFA) adoption, facilitating collaboration across interdisciplinary teams, authoring Standard Operating Procedures (SOPs), and managing comprehensive communication, testing, and transition strategies for senior leadership and end-users alike.

Principal responsibilities will include but are not limited to:

  • Support the ICAM Lead with technology architectures and Analysis of Alternatives (AoA) with emerging government mandates, policies, and standards (e.g., Executive Order 14028, OMB Zero Trust memorandums, NIST SP 800-63).
  • Support ICAM governance and integration strategy for modern enterprise identity hubs, including Microsoft Entra and Okta Identity.
  • Establish governance frameworks that integrate identity lifecycle management with IT Service Management (ITSM) workflows in ServiceNow.
  • Proactively communicate with stakeholders on the federal ICAM compliance landscape, technology refreshes and modernization roadmaps, prioritizing phishing-resistant Multi-Factor Authentication (MFA) frameworks.

Stakeholder Communication & Leadership Briefings

  • Serve as the primary communications lead for the ICAM program, managing messaging tailored to senior leadership, technical teams, administrative staff, and end-users.
  • Develop high-impact briefings, organizational summaries, and communications plans for senior agency officials to demonstrate ICAM transition progress.
  • Facilitate regular training discussions, workshops, and working groups with SBA teams to ensure seamless integration and collaboration across enterprise systems.

Change Management & Transition Planning

  • Develop, execute, and maintain the overarching ICAM Change Management Plan, Communications Plan, and Transition Plans to minimize operational friction during enterprise platform rollouts.
  • Author comprehensive, step-by-step Standard Operating Procedures (SOPs) for administrative and technical staff to guide them through solution transitions (e.g., migrating users/roles from legacy identity stores to Okta and Microsoft Entra).
  • Oversee change management efforts related to user onboarding, offboarding, and access requests routed through ServiceNow automation workflows.

DevSecOps Integration & Testing Support

  • Bridge governance and technical execution by collaborating within a continuous integration/continuous deployment (DevSecOps) pipeline.
  • Assist with automated and manual solution testing activities for secure identity provisioning and deployment.
  • Support the ICAM team by documenting and reviewing comprehensive Test Plans and Test Summaries to ensure deployed identity features—specifically conditional access policies and MFA enforcement—meet both technical specifications and SBA compliance requirements.

Required Qualifications

  • U.S. Citizen.
  • Bachelor’s Degree in Computer Science, Information Technology, Cybersecurity, Business Administration, or a related field (Master’s preferred).
  • 6–10+ years of experience in IT governance, cybersecurity policy, or systems engineering within a federal contracting environment.
  • Minimum of 3 years of direct experience supporting federal Identity, Credential, and Access Management (ICAM) or Zero Trust Architecture (ZTA) initiatives.

Technical & Professional Skills

  • Hands-on familiarity or strong functional understanding of enterprise identity environments utilizing Microsoft Entra (Azure AD) and/or Okta Identity.
  • Experience with governance, catalog workflows, and user lifecycle automation within ServiceNow.
  • Deep familiarity with Federal ICAM standards (FIPS 201, NIST SP 800-63, FICAM framework) and modern identity controls, with specific emphasis on Multi-Factor Authentication (MFA) standards (PIV/CAC, FIDO2/WebAuthn).
  • Familiarity with DevSecOps cultures and methodologies, ensuring security governance is baked into automated development cycles rather than treated as an afterthought.
  • Proven experience developing formal project artifacts, including Change Management Plans, Communications Plans, and SOPs.
  • Outstanding verbal and written communication skills, with a proven track record of briefing Executive/Senior Leadership.
