out against root causes that affect the communities we serve, including systemic racism, poverty, and bias in our

nation's criminal justice system. CPNYC has successfully developed an innovative model, the only one of its kind

in New York City, which co-locates a licensed mental health clinic and children's centers in Bedford Stuyvesant,

Brooklyn, and the South Bronx. CPNYC provides an array of youth development programming and services

tailored to each child's individual strengths and challenges and fosters a unique uplifting environment to foster

hope and resilience.

Position Overview: The HR Operations Manager owns the compliance, administration, and infrastructure of the

human resources function at CPNYC. This role is accountable for regulatory clearance and audit readiness across

all program sites, oversight of payroll and administration of Paycom as the organization’s system of record,

benefits and leave administration, compensation administration, employee relations, and policy and records

management.

CPNYC operates in one of the most heavily regulated staffing environments in the nonprofit sector. Every

employee, intern, and volunteer with youth contact must complete a multi-agency clearance process before

beginning work, and personnel records are subject to review by multiple funders and oversight agencies. The HR

Operations Manager ensures that system runs reliably and that no program loses a start date or a contract to an

administrative failure.

This position partners closely with the Talent Acquisition Manager. Talent Acquisition leads talent attraction,

candidate selection, onboarding, the internship program, the culture playbook, and staff development, while HR

Operations manages the regulatory and administrative infrastructure supporting the employee lifecycle,

including annual and new hire compliance training. Together, these functions develop and maintain the Human

Resources Playbook and strengthen workplace culture and employee retention.

Essential Job Functions

Regulatory Compliance and Clearance

• Own the end-to-end pre-employment clearance process for all staff, interns, and volunteers with youth

contact, including Statewide Central Register (SCR) database checks, Justice Center Staff Exclusion List

(SEL) checks, fingerprint-supported criminal history record checks, and OCFS and DOHMH clearance

packet submission and tracking• Maintain audit-ready personnel files meeting DYCD contract, DOHMH, and OMH requirements across all

sites

• Track licensure, credentialing, and supervision documentation for the Article 31 mental health clinic

team

• Administer annual and new hire compliance training, and track completion and renewal of mandated

reporter training, CPR and First Aid certification, and all other required certifications, ensuring required

coverage is maintained at every site during all program hours

• Serve as the primary point of contact for personnel-related audits and monitoring visits, and prepare

responses and corrective action plans as required

• Maintain knowledge of industry trends and employment legislation and ensure organizational

compliance with federal, state, and local legislation pertaining to all personnel matters

Payroll Oversight, Paycom Administration, and Data Integrity

• Serve as system administrator and owner of Paycom, the organization’s human resources and payroll

system of record, including configuration, user access and permissions, workflow setup, data integrity,

system updates, and management of the vendor relationship

• Oversee end-to-end payroll processing in Paycom for all full-time, part-time, seasonal, and clinical staff

across both sites, ensuring every pay cycle is accurate, complete, and processed on time

• Own timekeeping administration in Paycom, including time and attendance configuration, pay rules,

schedule and accrual setup, approval workflows, and resolution of exceptions with program supervisors

• Review and approve payroll registers prior to transmission, and partner with Finance on funding,

reconciliation, and accurate allocation of personnel costs across grant-funded programs

• Maintain payroll compliance, including wage and hour requirements, overtime, pay frequency, wage

notices and statements, required deductions, garnishments, and year-end reporting

• Serve as the escalation point for employee payroll and timekeeping inquiries, and train managers and

staff on Paycom timesheet approval and employee self-service

• Meet the personnel and payroll information needs of leadership, finance, and funders through Paycom

reporting

• Monitor part-time hour thresholds and Affordable Care Act eligibility across a seasonal and variable-

hour workforce

• Monitor attendance and workforce reliability trends and report findings to program leadership and the

Chief People Officer

• Produce accurate personnel data and reporting for leadership, board, and grant reporting requirements

Benefits, Leave, and Compensation

• Build and maintain relationships with CPNYC brokers, and administer health, dental, vision, life

insurance, and 403B plans, including eligibility, enrollment, open enrollment, vendor management, and

all related employee communications

• Administer all leave programs, including Family and Medical Leave Act leave, New York Paid Family

Leave, New York State and New York City sick and safe leave, disability, and organizational leave policies

• Administer workers compensation claims and unemployment insurance responses

• Assist executive management in the annual review, preparation, and administration of the

organization’s wage and salary program, and ensure salary disclosure compliance in all postings and

offers

Employee Relations, Policy, and Records• Implement HR policies and procedures consistently across all program sites, partnering with the Talent

Acquisition Manager on the standards and expectations set out in the HR Playbook

• Manage employee relations and corrective action processes, and conduct and document workplace

investigations in consultation with the Chief People Officer

• Work directly with department managers to assist them in carrying out their responsibilities on

personnel matters, including performance documentation, discipline, and separation

• Maintain and update the employee handbook and all HR policies in compliance with federal, New York

State, and New York City law

• Own records retention, confidentiality standards, and access controls for all personnel information

• Manage offboarding administration, including final pay, benefits continuation, and records closure

• Participate in weekly team meetings with the Chief Executive Officer, Chief People Officer, and Program

leadership

• Other duties as assigned based on department and/or organizational need

Qualifications

Required Knowledge, Skill and Experience

• Bachelor’s in Human Resource Management, Business Administration, or a related field; Master’s in

Human Resources or a related field is a plus

• SHRM-CP, SHRM-SCP, PHR, or SPHR is a plus, not required

• Five (5) or more years of progressive human resources generalist or operations experience, including

hands-on benefits and leave administration; non-profit experience preferred

• Working knowledge of federal, New York State, and New York City employment law

• Demonstrated experience administering an HRIS and overseeing full-cycle payroll processing; Paycom

administration experience strongly preferred

• Experience supporting a multi-site workforce that includes part-time, seasonal, or variable-hour staff

• Direct experience with OCFS, DYCD, DOHMH, or OMH clearance and compliance requirements strongly

preferred

• Great attention to detail, excellent written and verbal communication skills• Excellent organizational discipline, with the ability to manage multiple compliance deadlines

simultaneously

• Relevant experience working with confidential information; extremely high reliability and integrity

• Excellent team player and open to working in a fluid, fast paced environment with the ability to be

flexible and adjust to competing demands

Conditions of Employment

All CPNYC staff must successfully complete pre-employment clearance requirements prior to their start date,

including a Statewide Central Register database check, a Justice Center Staff Exclusion List check, and

fingerprint-supported criminal history screening. Mandated reporter training is required of all staff. Employment

is contingent upon satisfactory completion of these requirements.

COMPENSATION:

Commensurate with the experience and qualifications of the selected candidate. The salary range for this

position is $70,000 to $75,000 per annum. CPNYC provides an excellent benefits package including health,
