SCHEDULED HOURS:           > 40 hours/week

REPORTS TO:                         CEO & COO

STARTING SALARY:              Commensurate with experience, scope of work and location

POSITION SUMMARY

The Human Resources Manager is responsible for providing guidance, support, and recommendations to corporate management regarding, federal, state, and local government laws and regulations governing employment.  They will be responsible for advising, drafting, and implementing corporate policy and procedures as directed by the President of the company. 

 

In this role, the Human Resources Manager will keep abreast of all regulations and employment laws affecting the day-to-day operations of the business.  They will evaluate and advise on the impact of such changes in laws that will affect the company’s hiring process by providing up-to-date information that is obtained by such Human Resources and government agencies. The manager will also monitor the compliance of EEOC, FMLA, OSHA, FLSA, VETS 4212, etc.

 

The Human Resources Manager is also the Plan Administrator for all of the company benefits (Medical, Medical Bridge, Dental, Vision, FSA, Life and AD&D, Short Term Disability, Long Term Disability, and 401(k)). As the Plan Administrator, they are responsible for having direct contact with the company’s Insurance Broker to make sure that all of the company insurances are up-to-date.  They will also manage the company commercial liability insurance, workers compensation, automobile insurance, etc.

 

CORE RESPONSIBILITIES

  • Coordinate the handling of all new hire processes with the HR Generalist & Corporate Recruiter
    • Oversee the HR Generalist or Administrative Assistant with the onboarding process
    • Employee relations
    • Manage insurance programs
  • Instruct new employees as it relates to contacts within the company
  • Address all issues pertaining to insurance/benefits
  • Handle all 401(k)(a) distributions, withdrawals, loans, etc.
  • Manage all terminated employees (i.e.: termination letters, COBRA letters, notice to payroll information, updating Deltek GCS with termination dates, termination of all benefits, provide additional assistance to the employees as needed)
  • Respond to inquiries such as unemployment requirements
  • Interface with other departments and provide information that may be needed to assist in their day-to-day functions
  • Assist in the conducting of performance evaluations for contract employees with their Project/Program Manager
  • Manage and assist with other duties as directed by the CEO/President of the company
  • Other duties as assigned

EXPERIENCE AND CREDENTIALS

  • Current experience must be from either the defense and aerospace industry, or a government contracting business
  • Bachelor’s Degree in Business Administration, Human Resources, or any other related field
  • Minimum of five (5) years of human resources managerial/supervisory experience
  • Must have comprehensive human resources generalist knowledge, including compliance, recruiting, benefits, compensation, performance management, training and development, and/or  employee relations
  • Must have at least three (3) years Multi-State human resources employment administration
  • Requires in-depth knowledge of current labor regulations including ADA, FMLA, EEO, HIPAA, California Labor Laws, Wage and Hour Law, Title VII, IRS, ERISA, Section 125, and COBRA laws
  • Demonstrate the ability to understand and promote the linkage between business and operational priorities and human resources activities
  • Demonstrate analytical skills, strong bias for action, and keen sense of urgency
  • SPHR or PHR preferred
  • Strong benefits administration background
  • Demonstrate proficiency with the Microsoft Office Suite, specifically Word, PowerPoint, Excel, and Outlook
  • Minimum 2 years of experience with Deltek Costpoint/Time & Expense required
  • HRIS or applicant tracking systems experience
