This is a Hybrid/local position. If you are local to central Illinois, this job requires you to work in the Peoria, IL office Tuesday, Wednesday, Thursday with the option to work from home Monday and Friday. 
The Human Resources Generalist (HRG) is a role responsible for supporting the agency’s people operations with a primary focus on HR Generalist responsibilities, while also owning and executing full cycle recruiting and workforce coordination efforts.
This role serves as a key partner to the Head of HR and works closely with the HR and Operations Team to ensure HR processes are accurate, compliant, well-coordinated, and scalable. The Human Resources Generalist acts as a trusted resource for employees, managers, and candidates, delivering a consistent, detail-driven, and people-first experience across the employee lifecycle.
This position is designed for a highly motivated, self-starting HR professional who thrives in both execution and partnership and brings strong attention to detail, follow-through, and accountability to their work. This role is well-suited for someone who thrives in a fast-paced environment.

As a Human Resources Generalist, my objective is:
To ensure the human resources and talent functions operate efficiently, accurately, and proactively while creating an exceptional employee and candidate experience. This is accomplished through close partnership with the Head of HR, collaboration with the HR and Operations Team, and alignment with the agency’s goals, culture, and workforce needs.

This role balances hands-on HR Generalist responsibilities (approximately 75%) with full cycle recruiting and workforce coordination (approximately 25%), while maintaining a high standard of quality, consistency, and ownership.
The outcomes I need to produce for the agency are:

  • Accurate, trusted HR administration, documentation, and employee data

To produce these outcomes, I need to:
Human Resources Generalist Responsibilities (Primary Focus – 75%)
  • Manage the employee lifecycle, including onboarding, employee changes, and offboarding
  • Serve as a primary point of contact for employee relations and HR-related inquiries
  • Own and maintain employee data, records, and documentation within the HRIS
  • Support and administer employee benefits in partnership with payroll and vendors
  • Manage HR policy development, updates, and ongoing compliance efforts
  • Manage the performance review and employee development processes
  • Partner with leadership on employee engagement, retention, and culture initiatives
  • Stay current on HR laws, regulations, and best practices across all states of employment
  • Assist with training and development as needed
  • Provide operational, administrative, and project support to the Head of HR
Talent Acquisition & Workforce Coordination (Secondary Focus – 25%)
  • Own and execute full cycle recruiting for assigned roles, from intake through offer
  • Partner with hiring managers to understand role requirements, priorities, and timelines
  • Coordinate job postings, sourcing, screening, interviews, and candidate communications
  • Maintain accurate and compliant recruiting records in Applicant Tracking System (ATS)
  • Build and maintain proactive candidate pipelines for current and future hiring needs
  • Lead the Simantel Internship Program, offered year-round
  • Manage college and university relations, including job postings, career fairs, and ongoing outreach
  • Collaborate with the HR Operations Team to ensure smooth onboarding transitions
  • Track hiring activity and provide regular updates and insights to HR leadership
  • Continuously identify opportunities to improve recruiting efficiency and candidate experience
The skills and abilities I require are:
  • 3+ years of work experience performing professional-level human resources duties
  • Proficiency in Microsoft Suite (Word, Outlook, Excel, PPT)
  • Exceptional attention to detail and follow-through
  • Strong organizational, prioritization, and time-management skills
  • Highly motivated, self-starter mindset with strong ownership of work
  • Ability to handle confidential and sensitive HR matters with discretion
  • Clear, professional written and verbal communication skills
  • Solutions-oriented approach with the ability to anticipate needs
  • Comfort balancing hands-on execution with thoughtful process improvement
  • Ability to learn, adopt, and consistently use HR systems and tools
  • Professional presence and positive approach when working with employees, leaders, and candidates
  • Availability to support occasional before or after core-hour events (less than 10%)
Top candidates will also have:
  • Bachelor’s degree in human resources management
  • Experience with Applicant Tracking Systems (we currently use JazzHR)
  • Experience with HRIS (we currently use Paycom)
  • Experience with Employee Benefits/Insurance (the more the better)
  • Experience with LinkedIn Recruiting
  • Experience in fast paced working environments
To produce these outcomes, I have decision-making authority over the following:
  • Day-to-day prioritization and execution of HR and recruiting tasks
  • Employee data accuracy and HR documentation maintenance
  • Full cycle recruiting coordination and candidate communications
  • Time-off review and approval within established guidelines
  • Benefits review and administration support (enrollment, changes, FMLA, COBRA, billing, etc.)
  • Internship and college recruiting coordination activities
  • Recommendations for HR and recruiting process improvements
Final hiring decisions, compensation approvals, and policy changes remain with HR leadership.
Leading indicators of my success are:
  • Employee and candidate questions resolved accurately on first contact
  • Hiring and onboarding processes run smoothly with minimal escalation
  • HR documentation is current, accurate, and trusted
  • Compliance tasks are handled proactively and on time
  • Positive feedback from employees, candidates, and hiring managers
  • Reduced follow-ups, rework, and last-minute issues
Long-term indicators of my success are:
  • Consistent, trusted partnership with the Head of HR
  • HR Operations that scale smoothly with agency growth
  • Improved manager confidence and capability in people processes
  • Positive and consistent employee experience across teams
  • Reduced operational risk through proactive HR practices
  • Increased capacity for HR leadership to focus on strategy
  • Documented processes and knowledge that are not siloed
