JOB DESCRIPTION
POSITION: HUMAN RESOURCES DIRECTOR
CLASSIFICATION CODE: EXEMPT FULL TIME
REPORTS TO: CHIEF EXECUTIVE OFFICER
STATEMENT OF JOB: The Human Resources Manager provides support and maintenance of the Human Resource Management Systems (HRMS). This position serves as a technical point of contact for HR functions and assists all departments while ensuring HR data integrity. The HR Manager is responsible for the administration, liaison, and coordination of HR data and project reporting. The HR Manager practices high work standards for all functions of human resources, HR systems development and implementation.
DUTIES AND RESPONSIBILITIES:
- Abide by all applicable procedures and program standards of Apache Behavioral Health Services, White Mountain Apache Tribe, Arizona Health Care Cost Containment System (AHCCCS), and other regulatory agencies as applicable.
- Establishes priorities and objectives regarding training initiatives for ABHS staff from Arizona Health Care Cost Containment System (AHCCCS) and other regulatory agencies as applicable.
- Maintains confidential personnel records for all ABHS staff. Maintain licensure/credentialing records.
- Creates and provides staff credentialing/licensure reports upon request and as required.
- Conducts employee orientation and termination in ABHS system for new hires and separating employees within designated timelines.
- Ensures all ABHS employees are oriented to health/life insurance coverage, benefits, etc. and properly documented into personnel file and system.
- Supervises and evaluates Training/Event Specialist staff on a regularly basis thru reviews and coordinates existing in-service training programs within ABHS.
- Identifies, evaluates and cooperates with pertinent resource agencies (universities, Indian Health Service, licensing boards) to promote and develop basic and continuing education programs.
- Contacts organizations and recruiting/referral agencies to disseminate job opportunity information.
- Investigates and attempts to conciliate employee related complaints.
- Maintain ethical policies and guidelines as outlined in accepted ABHS, Tribal and State ethics, laws, rules and policies.
- Provide a positive role model to staff through leadership, self-discipline and genuine care for the mission of ABHS. All staff members must be treated with dignity and respect.
- Stays up-to-date regarding most current best practices concerning human relations, training and other personnel laws and regulations.
- Participation in all required ABHS meetings, including weekly staff meetings and staff development meetings. Responsible to document by sign in sheets all staff development meetings and trainings to be maintained in employee personnel files.
- Works closely with Chief Financial Officer, Administrative Officer, and Information Technology Director by monitoring personnel budgets and properly documented into system and/or employee file.
- Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
- Participation in all required ABHS training.
- Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.
- Performs other tasks as assigned by the Chief Executive Officer.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in HR management, Business Administration, quantitative systems or ten years work experience in Human Resource related field; experience working with Native Americans preferred.
- Provides technical expertise for performance management, online learning and online recruiting/hiring platforms, including orientations of online system, back-end settings, user interfaces, database integrity, and troubleshooting.
- MS Office proficiency and the ability to correctly operate a copier and fax machine.
- Excellent written and oral communication skills; ability to speak the Apache language preferred.
- Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
- Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, managers, supervisors. Ability to establish and maintain effective working relationships with other employees, departments of government, private agencies, local officials and general public.
- Knowledge of federal, state, and Tribal labor laws and regulations.
- Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of ABHS. Must be able to work collaboratively in a rural multicultural setting.
- Must follow all ABHS personnel policies and procedures as established by the ABHS Governing Board.
- Valid Arizona Driver’s License and reliable transportation.
- Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check.
