Purpose/ Mission:
The HSE & Process Safety Manager is responsible for leading and managing all Health, Safety, Environment (HSE), and Process Safety activities throughout the DRI Plant lifecycle, including Engineering, Procurement & Construction (EPC), Commissioning, Start-up, and Operations.
The role ensures full compliance with regulatory requirements, company standards, and international best practices while establishing a strong safety culture and safeguarding personnel, assets, the environment, and business continuity. The position plays a critical role in managing construction safety risks, process safety hazards, and operational excellence within a high-hazard industrial environment.
Key Responsibilities:
- HSE Leadership & Governance
- Develop and implement the overall HSE strategy for the DRI Plant project and operational phases.
- Establish HSE objectives, targets, KPIs, and improvement programs.
- Ensure compliance with applicable legislation, permits, corporate requirements, and international standards.
- Promote a Zero Harm culture across employees, contractors, and subcontractors.
- Provide HSE leadership to project, operations, maintenance, engineering, and contractor teams.
- Construction HSE Management
- Lead all HSE activities during site preparation, civil works, structural erection, mechanical installation, piping, refractory works, electrical and instrumentation construction.
- Review contractor HSE plans, risk assessments, method statements, and mobilization requirements.
- Monitor contractor compliance with project HSE requirements.
- Oversee high-risk construction activities including:
- Working at heights
- Heavy lifting and crane operations
- Confined space entry
- Hot work
- Excavation activities
- Simultaneous Operations (SIMOPS)
- Electrical isolation
- Conduct HSE audits, inspections, and contractor performance evaluations.
- Drive proactive hazard identification and intervention programs.
- Commissioning & Start-up Safety
- Develop and implement commissioning and start-up HSE programs.
- Ensure safe introduction of energy, process gases, utilities, and raw materials into the facility.
- Lead Pre-Start-up Safety Reviews (PSSR).
- Verify readiness of emergency systems, fire protection systems, gas detection systems, and critical safety barriers.
- Participate in commissioning risk assessments and operational readiness reviews.
- Ensure safe execution of plant start-up activities.
- Process Safety Management (PSM)
- Establish and maintain a comprehensive Process Safety Management system.
- Lead hazard identification and risk assessment studies including:
- HAZID
- HAZOP
- LOPA
- Bow-Tie Analysis
- What-if Studies
- Manage Management of Change (MOC) processes.
- Ensure integrity of Safety Critical Equipment and Safety Instrumented Systems.
- Support Asset Integrity and Mechanical Integrity programs.
- Lead investigations of process safety incidents and near misses.

- Natural gas systems
- Hydrogen-rich reducing gas systems
- Reformer operations
- Reduction furnace operations
- High-temperature process equipment
- Dust explosion prevention
- Fire and explosion risk management
- Operational HSE Management
- Lead HSE programs during plant operation.
- Ensure implementation of:
- Permit to Work (PTW)
- Lock Out Tag Out (LOTO)
- Confined Space Entry
- Working at Height
- Hot Work Control
- Contractor Safety Management
- Conduct routine HSE audits and workplace inspections.
- Monitor occupational health and industrial hygiene programs.
- Ensure emergency preparedness and response capability.
- Environmental Management
- Manage environmental compliance programs.
- Ensure compliance with environmental permits and regulatory requirements.
- Oversee:
- Air emissions monitoring
- Dust control systems
- Wastewater management
- Hazardous waste management
- Resource efficiency programs
- Lead initiatives related to sustainability, decarbonization, and environmental performance improvement.
- Incident Investigation & Risk Management
- Lead investigations of injuries, property damage, environmental incidents, and process safety events.
- Conduct root cause analysis using recognized methodologies.
- Develop and track corrective and preventive actions.
- Maintain site risk registers and risk mitigation plans.
- Emergency Response & Crisis Management
- Establish site emergency response systems.
- Lead emergency preparedness planning.
- Conduct drills for:
- Fire and explosion scenarios
- Gas release incidents
- Hydrogen leaks
- Confined space rescue
- Medical emergencies
- Coordinate with external emergency response agencies and authorities.
- Team Leadership
- Build and lead the HSE organization for both project and operational phases.
- Develop HSE competencies throughout the workforce.
- Coach managers and supervisors in safety leadership and risk management.
- Support workforce engagement and behavioral safety initiatives.
- Support the Oman Project Director in all relevant tasks where requested.
Requirements/ Skills/ Experience:
- Experience in at least one of the following industries:
- DRI / Ironmaking
- Steel Manufacturing
- Petrochemical
- Refinery
- LNG
- Oil & Gas
- Power Generation
- Experience supporting EPC construction projects and operational facilities.
- Experience in commissioning and start-up of industrial plants is highly preferred.
Required Education/ Qualification/ Training:
- Bachelor's Degree or higher in Occupational Health & Safety, Chemical Engineering, Metallurgical Engineering, Environmental Engineering, Mechanical Engineering, or related disciplines.
- Minimum 10 years of HSE experience in heavy industrial environments.
- Minimum 5 years in a management role.
- NEBOSH International Diploma
- Certified Safety Professional (CSP)
- ISO 45001 Lead Auditor
- ISO 14001 Lead Auditor
- Process Safety Management Training
- Incident Investigation Certification
Required Language Proficiency:
