Position Summary

The HSE Manager is the PMC's senior health, safety, and environmental professional responsible for establishing and maintaining an effective HSE governance and assurance framework across the Solar PV, BESS, HVAC transmission, substations, and Indonesia–Singapore subsea interconnector project. Acting independently on behalf of the Owner through the PMC appointment, the role provides leadership, oversight, audit, and performance management of EPC/EPCI contractors and suppliers—particularly major Chinese contractors—ensuring that all project activities are executed safely, responsibly, and in compliance with project requirements while supporting successful project delivery and protection of people, environment, assets, and reputation.

Role Purpose

The HSE Manager is responsible for leading the Project Management Consultant's Health, Safety and Environmental (HSE) function across all phases of the project, including engineering, procurement, fabrication, transportation, construction, marine installation, commissioning, and handover.

Acting independently on behalf of the Project Owner through the PMC appointment, the HSE Manager provides oversight, assurance, governance, monitoring, and leadership of all HSE activities performed by EPC/EPCI contractors, subcontractors, suppliers, and vendors.

The role does not directly manage contractor personnel or execute construction activities. Instead, the HSE Manager ensures that contractors establish and maintain effective HSE management systems, comply with project requirements, applicable legislation, and international best practices, and deliver the project without harm to people, environment, assets, or reputation.

The position is particularly focused on managing HSE performance across multiple international contractors, including major Chinese EPC contractors and suppliers, operating across Indonesia, Singapore, offshore marine environments, and international supply chains.

Key Responsibilities 

1. HSE Leadership & Culture

  • Lead project HSE strategy, objectives, and governance.
  • Promote a proactive Zero Harm culture across all stakeholders.
  • Provide visible leadership and establish consistent HSE expectations.
  • Drive accountability, intervention, and continuous improvement.
  • Act as the senior PMC HSE representative and support executive reporting.

2. HSE Governance & Assurance

  • Develop and maintain the project-wide HSE management framework.
  • Establish HSE procedures, assurance plans, standards, and reporting requirements.
  • Monitor contractor compliance and review HSE management systems.
  • Verify implementation of corrective and preventive actions.
  • Ensure compliance with:
    • Singapore and Indonesian regulations
    • IFC Standards and Equator Principles
    • International marine/offshore safety standards
    • Energy industry best practices

3. Contractor HSE Management

  • Review contractor HSE plans, procedures, and organisational capability.
  • Monitor HSE leadership effectiveness and field safety implementation.
  • Conduct performance reviews, identify gaps, and drive improvements.
  • Ensure contractor accountability, proactive risk management, and independent performance verification.

4. Vendor Oversight

  • Ensure project HSE requirements are understood and implemented by international contractors.
  • Conduct audits and participate in executive HSE reviews.
  • Manage cultural, communication, and language challenges affecting safety.
  • Focus on workforce competency, PTW systems, energy isolation, subcontractor management, reporting transparency, and incident investigations.

5. Construction HSE Oversight

  • Solar Facilities: Civil, piling, mechanical, electrical, testing & commissioning.
  • BESS Facilities: Battery handling, electrical works, system integration, fire protection, energy management.
  • Transmission Infrastructure: HV works, substations, transmission lines, energisation.
  • Marine & Offshore Activities: Vessel operations, cable installation/burial, diving, lifting, logistics.
  • Logistics Activities: Heavy transport, port operations, equipment handling, international transportation.

6. Environmental Management

  • Ensure compliance with environmental permits and commitments.
  • Review environmental risk assessments and mitigation plans.
  • Monitor environmental performance and audit outcomes.
  • Focus on:
    • Marine ecology, cable installation impacts, spill prevention.
    • Waste, chemicals, erosion control, biodiversity, dust, and noise management.

7. Risk Management

  • Lead HSE risk identification, assessment, and mitigation activities.
  • Review contractor risk registers and monitor control effectiveness.
  • Support major risk workshops and critical risk reviews.
  • Key focus areas: HV works, marine construction, SIMOPS, heavy lifting, energy isolation, battery safety, vessel operations, and severe weather.

8. Incident Management

  • Lead PMC participation in significant incident investigations.
  • Verify root-cause analysis and corrective action closure.
  • Monitor trends, report major incidents, and promote lessons learned across the project.

9. Audit & Assurance

  • Develop and manage the project HSE audit program.
  • Conduct audits, inspections, and contractor surveillance activities.
  • Track audit findings through closure and verify effectiveness.
  • Support lender, independent engineer, and regulatory audits.

10. Commissioning & Operational Readiness

  • Ensure commissioning, energisation, and startup HSE requirements are met.
  • Participate in readiness reviews and verify safety-critical systems.
  • Support transition from construction to operations and final handover.

11. Stakeholder Management

  • Interface with Owners, PMC leadership, EPC and marine contractors, regulators, environmental agencies, port authorities, grid operators, lenders, and independent engineers.
  • Provide regular HSE performance reporting and escalation of critical risks.

Key Accountabilities

  • Delivery of PMC HSE oversight services.
  • Independent assurance of project HSE performance.
  • Effective HSE governance and contractor compliance.
  • Environmental compliance across project activities.
  • Accurate reporting, performance analysis, and risk escalation.
  • HSE readiness for construction, marine, commissioning, and operational phases.
  • Continuous improvement of project HSE performance.

Qualifications

Minimum Requirements:

  • Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
  • Minimum 20 years of HSE experience in major industrial, energy, infrastructure, or EPC projects.
  • Minimum 10 years in senior HSE leadership roles with responsibility for large, multi-contractor projects.
  • Proven experience managing and assuring contractor HSE performance on complex EPC projects.
  • Strong knowledge and practical application of international HSE management systems and standards.
  • Demonstrated experience leading HSE audits, incident investigations, risk management, and assurance programs.

Preferred Qualifications

  • Experience in renewable energy and large-scale infrastructure developments, including:
    • Utility-scale solar projects
    • Battery Energy Storage Systems (BESS)
    • High-voltage transmission and substations
    • Marine and offshore construction activities
    • Testing, commissioning, and operational readiness programs

Highly Desirable Qualifications

  • Experience overseeing Chinese EPC contractors and suppliers.
  • Working knowledge of Indonesian and Singaporean HSE regulatory requirements.
  • Experience on cross-border infrastructure and energy projects.
  • Experience with subsea cable installation and marine construction activities.
  • Experience supporting projects subject to lender requirements, including IFC Performance Standards and Equator Principles.

Professional Certifications

One or more of the following certifications is highly desirable:

  • NEBOSH Diploma
  • Certified Safety Professional (CSP)
  • Chartered Member of IOSH (CMIOSH)
  • ISO 45001 Lead Auditor
  • ISO 14001 Lead Auditor
