Job Summary
The HR Program Manager is responsible for the design, execution, and ongoing management of company wide HR programs that strengthen employee experience, ensure consistent people practices, and reduce organizational risk.
This role owns the delivery of high impact people initiatives from concept through completion and sustainment. The HR Program Manager operates with a strong execution lens, translating strategy into structured programs, ensuring compliance readiness, and supporting leaders through employee relations and policy related matters. The role partners closely with HR leadership, while maintaining clear accountability for program outcomes.

Primary Duties & Responsibilities
1. HR Program Design & Ownership
- Own the end to end lifecycle of company wide HR programs, including design, implementation, rollout, and evaluation; in partnership with operational and business leaders
- Lead initiatives such as performance management processes, engagement and listening programs, manager enablement efforts, and policy driven change initiatives
- Define program goals, success metrics, timelines, and adoption strategies
- Ensure programs are scalable, documented, and aligned with organizational priorities

2. HR Compliance & Policy Management
- Maintain operational oversight of HR compliance, ensuring policies and practices align with applicable employment laws and internal standards
- Partner with HR leadership to interpret regulatory requirements and assess risk
- Own policy development, updates, and communication, ensuring consistent application across the organization
- Identify compliance gaps, trends, or emerging risks and recommend mitigation actions

3. Program & Project Execution
- Lead complex HR initiatives using structured project management practices
- Develop clear project plans, stakeholder responsibilities, communication cadences, and success indicators
- Drive accountability across cross functional partners to ensure timely delivery and adoption
- Monitor and report progress, risks, and outcomes to HR leadership

4. Employee Relations & Manager Enablement
- Ensure ER cases are handled consistently, fairly, and in alignment with company policy and legal guidance
- Support employee relations matters, including investigations, performance concerns, policy violations, and workplace conflict
- Provide guidance and coaching to managers on performance management, documentation, and employee communications
- Escalate high risk or complex matters in partnership with HR leadership

5. Organizational Partnership & Influence
- Partner with leaders to understand people challenges and translate them into structured, repeatable solutions
- Surface insights and trends related to employee experience, compliance, and manager effectiveness
- Balance strategic input with practical execution and operational rigor

Education/Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field; or equivalent professional experience
- 5+ years of progressive HR experience with demonstrated strength in: 
- HR program development and management
- Employment law and compliance fundamentals
- Employee relations and investigations
- Proven ability to manage complex initiatives with multiple stakeholders

Travel

Working Conditions/Physical Requirements
- Perform work in an indoor professional office environment. 
- Use standard office equipment and supplies. 
- Sit/stand for continuous periods of time at a desk and work on a computer, walk occasionally. 
- Use arms, wrists, hands and fingers to reach, grasp objects, use tools, and for writing and keyboarding. 
- Read, write, and speak to communicate effectively with others. 
- Listen to interpret comments and instructions received. 
- Visual abilities to be able to read printed documents and computer screens. 
- Lift, carry and push/pull to move office products and supplies up to 20 pounds 

Skills Required

  • Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent professional experience
  • 5+ years of progressive HR experience
  • Experience developing and managing HR programs
  • Knowledge of employment law and compliance fundamentals
  • Experience handling employee relations and investigations
  • Ability to manage complex initiatives involving multiple stakeholders
  • Program and project management skills
