Work Schedule: Monday – Friday 8:00am-5:00pm, 40 hours per week

Work Location: Hybrid, based at Topeka, KS office

Reporting Relationship: Chief Operations Officer (COO)

Position Summary

HealthSource Integrated Solutions (HIS) is looking for a highly competent HR Manager to join our team in providing internal and outsourced HR services. HIS, a leader in mental health support services in the state of Kansas, provides 24/7 telephonic and tele-video assessment support to individuals in crisis, IT shared services, and HR support. We are looking for a detail-oriented, hardworking professional to join our amazing team.

The Human Resources Manager – Payroll & Benefits is responsible for managing the organization's payroll, employee benefits, and HR operations while ensuring compliance with all applicable federal, state, and local employment laws. This position serves as a strategic partner to leadership and a trusted resource for employees, providing expertise in compensation administration, benefits management, payroll processing, employee relations, and HR policy implementation. The ideal candidate is a detail-oriented HR professional with strong analytical skills, excellent judgment, and a commitment to delivering exceptional employee service while maintaining confidentiality and regulatory compliance.

Key Responsibilities

Payroll Administration

  • Manages and administers all aspects of payroll processing, ensuring accurate and timely payroll for all employees.
  • Reviews payroll data for accuracy, including earnings, deductions, taxes, garnishments, and paid leave.
  • Ensures compliance with federal, state, and local payroll tax regulations.

Benefits Administration

  • Manages employee benefit programs, including health, dental, vision, life insurance, disability, and retirement programs.
  • Coordinates annual open enrollment, employee communications, and benefits education.
  • Serves as the primary liaison with benefit providers, brokers, and third-party administrators.

Human Resources

  • Administers HR policies, procedures, and programs consistent with organizational goals.
  • Performs background checks and additional information checks for incoming and current employees.
  • Assists managers with employee relations matters, performance management, coaching, and policy interpretation.
  • Coordinates employee leave administration and workplace accommodations.
  • Works with COO to develop and update HR policies, employee handbook content, and standard operating procedures.
  • Supervises one (1) Human Resources recruitment team member. 

Compliance and Risk Management

  • Ensures compliance with all applicable employment laws and regulations.
  • Maintains required employment records and documentation.
  • Coordinates unemployment claims, workers' compensation administration, and employment verifications.
  • Supports internal and external audits related to payroll, benefits, and HR compliance.
  • Recommends process improvements to enhance efficiency, compliance, and employee experience.

Physical Demands:

  • Frequently required to speak, write and memorize. 
  • Constantly required to talk, read, solve problems, see, hear and sit.
  • Push, pull, lift or carry twenty (20) pounds.
  • Occasionally required to bend, twist, squat, kneel, stand, walk or balance.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience required.
  • Five (5) or more years of progressive Human Resources experience required. 
  • At least three (3) years of payroll and benefits management experience required. 
  • Strong knowledge of payroll practices, wage and hour laws, employment regulations, and employee benefits required. 
  • Experience with HRIS and payroll systems required; experience with Paylocity preferred. 
  • Proficiency in Microsoft Office Suite, particularly Excel required. 
  • Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.

Skills Required

  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience

  • Strong knowledge of payroll practices, wage and hour laws, employment regulations, and employee benefits
  • Experience with HRIS and payroll systems
  • Experience with Paylocity
