Job Summary:
The HR Data & Insights Analyst is responsible for the development, governance, and delivery of HR reporting, dashboards, and workforce analytics solutions. This role will serve as the primary subject matter expert for Oracle Transactional Business Intelligence (OTBI), delivering actionable insights that support strategic workforce planning, talent management, compliance, payroll, and operational decision-making.
The ideal candidate combines strong technical reporting expertise with business acumen and a passion for transforming HR data into meaningful insights. Experience with Oracle HCM Cloud, OTBI dashboard development, and HR data is strongly preferred.
Essential Duties & Responsibilities
Reporting & Dashboard Development
Design, build, maintain, and optimize OTBI analyses, dashboards, and reports across Oracle HCM Cloud.
Develop executive-level dashboards and KPI scorecards for HR leadership and business stakeholders.
Create standardized reporting packages for workforce, talent, recruiting, compensation, diversity, payroll, absence, and organizational metrics.
Partner with HR and business leaders to gather requirements and translate them into reporting solutions.
Analytics & Insights
Analyze workforce data and identify trends, risks, and opportunities.
Deliver actionable insights on headcount, turnover, retention, hiring, internal mobility, workforce demographics, and organizational effectiveness.
Support strategic workforce planning initiatives through predictive and trend analysis.
Develop recurring and ad hoc analyses to support business decisions.
Data Governance & Quality
Ensure data integrity and reporting accuracy across HR systems.
Validate data sources and resolve discrepancies.
Establish and maintain report documentation, data definitions, and governance standards.
Collaborate with HRIS and IT teams to improve reporting processes and data quality.
Stakeholder Support
Serve as the primary point of contact for HR reporting requests.
Consult with leaders to determine meaningful metrics and reporting solutions.
Train business users on dashboard functionality and self-service reporting capabilities.
Present findings and recommendations to stakeholders at multiple organizational levels.
Continuous Improvement
Identify opportunities to automate reporting processes and reduce manual effort.
Recommend enhancements to reporting capabilities and analytics tools.
Stay current on Oracle HCM Cloud reporting functionality, OTBI enhancements, and industry best practices.
Required Qualifications
Bachelor's degree in Human Resources, Information Systems, Business Analytics, Statistics, Data Analytics, or a related field.
3+ years of experience in reporting, business intelligence, analytics, or HRIS-related roles.
Advanced experience creating reports and dashboards using Oracle OTBI.
Strong understanding of relational data concepts and reporting best practices.
Ability to manage multiple priorities and deliver high-quality work in a fast-paced environment.
Strong analytical, problem-solving, and communication skills.
Preferred Qualifications
Experience with Oracle HCM Cloud.
Experience reporting across Human Resources, Recruiting, Talent Management, Compensation, Payroll, Time & Labor, or Benefits.
Experience with Oracle BI Publisher.
Experience building executive dashboards and KPI scorecards.
Familiarity with workforce planning and HR analytics methodologies.
Knowledge of data visualization tools such as Power BI or Tableau.

Ideal Candidate Profile

Oracle OTBI expertise is essential, while Oracle HCM Cloud and HR domain experience are highly desirable.
