Job Description:

The HR Analyst – Classification, Compensation & Leave plays a key role in supporting our workforce through the administration of classification reviews, compensation structures, leave administration programs, etc. This position ensures compliance with applicable laws, policies, and collective bargaining agreements while promoting fairness and transparency in their assigned areas.

Location: This is an in-office position located at the Nebraska State Office Building with the expected working hours of 8a-5pm. 

Examples of Work

Key Responsibilities:

  • Responsible agency classification and compensation processes and leave administration functions, including Family and Medical Leave, leave donation programs, and related processes. Will provide support across both program areas and provide backup coverage as needed to ensure consistent service delivery and the accurate, timely, and compliant processing of requests.
  • Initiate and conduct position reviews to promote Agency workforce efficiency, make accurate and appropriate recommendations and determinations in accordance with the State's Classified System.
  • Support the administration and maintenance of compensation plans and salary schedules in alignment with state classifications and pay rules. Ensure accordance with related policies, Union Contracts, etc.
  • Compose, research, analyze, and complete requests to create new positions and reclassifications of existing positions.
  • Collaborate with team members, management and internal/external partners to ensure accuracy and compliance in employee classification, pay and leave administration.
  • Collect market/related data, prepare classification and/or compensation proposals, and budget impact reports. 
  • Ensure compliance with applicable laws and regulations including FLSA, HIPAA, and state-specific personnel rules. Serve as a professional and expert resource to team members, supervisors, and other HR staff internally and externally by responding to inquiries related to all assigned functions.
  • Process events timely and accurately in Employee Work Center and other State systems/programs to facilitate employment/position changes
  • Maintain related tracking actions on all assigned functions to allow for correct and on-time reporting
  • Prepare routine and ad-hoc reports for internal stakeholders, leadership, and external agencies as required.

Requirements/Qualifications

Minimum Qualifications: Bachelor’s degree in a related field. Experience may be substituted for education on a year for year basis.

Preferred Qualifications: Past working experience of at least 1 year with total rewards programs such as classification/compensation systems, leave administration and other relevant programs. Versed in reviewing, researching, and reconciling; ability to effectively work multiple projects and initiatives at same time that span more than one function or program; proven commitment to timely preparation and remittance of accurate, confidential communications.  Proficiency in Microsoft Office suite of products including Excel, Outlook, and Word is a must. Prior experience with Workday, Kronos, OnBase, and/or Monday.com is a plus!


 

Knowledge, Skills & Abilities

  • Knowledge of: the general practices of diverse areas of personnel administration including wage administration, talent acquisition, performance evaluations, management-teammate relations, understanding of broad administrative goals and processes and their relationship to delivering quality programs and services; goals and requirements of record maintenance and confidentiality; federal personnel/employment laws; standard personnel, payroll, benefits, and related budgeting practices, forms, and requirements; standard teammate/job safety and health practices; general labor/teammate-management relations requirements and practices.
  • Ability to: communicate with others individually and in group presentations, and through electronic means, correspondence, and reports; interact with agency teammates, elected or other State officials, and representatives of firms or associations to maintain work relationships; use computers and associated applications software using word processing, spreadsheets, databases, and graphic presentation features; interpret and apply governmental rules, agency directives, and work instructions.
