The Role

The Head of Market Access Australia and New Zealand (ANZ) develops, leads and executes market access strategies for Biogen brands.    This role is responsible for patients’ access to Biogen current and future products in Australia and New Zealand by securing timely access and optimal pricing including reimbursement for new and existing products aligning with Global and Local strategic objectives.  They will ensure the access team is fit for the future, addressing both Government reimbursement, companion diagnostics, pricing strategies and innovate funding pathways across the product lifecycle. 

Being responsible for the leadership and management of the market access function of the Australia and New Zealand Affiliate (ANZ), the Head of Market Access ensures full strategic, tactical and operational responsibility for their department.

This individual maintains a broad knowledge of access related policy and pricing issues that occur within the therapeutic areas, as well as issues that affect the pricing and access of pharmaceutical products in Australia and New Zealand. Working collaboratively with the Head of External Affairs and Policy, they play a critical role in developing and driving and shaping Biogen and the industry policy position as it relates to access to medicines. They initiate and lead interactions with key external stakeholders including the PBAC, PHARMAC, MSAC, representatives of the Departments of Health in Australia and New Zealand, Medicines Australia, Medicines New Zealand and other stakeholders in the reimbursement process.

Reporting to the ANZ Managing Director, this position will build and lead a team of Market Access professionals by inspiring and motivating the team, in addition to being a positive change agent who pro-actively disseminates appropriate information to key stakeholders.

The role sits on the ANZ affiliate leadership team and guides decision making on pan-affiliate matters such as policies, culture and training needs. 

Accountabilities:

Strategy development and implementation /operational excellence (40%)

  • Develop, lead and execute market access strategies to achieve favourable pricing and reimbursement for new and existing products aligned with local and Global objectives.
  • Approve all steps of pricing and reimbursement planning at a local level and seek Global approval for strategies. Responsible for execution and negotiation of final reimbursement.
  • Coordinate with Global Value & Access team to ensure alignment to global pricing objectives
  • Anticipate and manage future dynamics impacting market access policy and reimbursement.
  • Participate on brand and pipeline teams to ensure integration of Market Access strategies and that the function is embedded within each individual strategy
  • Contribute to business planning and review providing the Market Access perspective and integrate with the Marketing, Medical and External Affairs teams.
  • Identify opportunities to innovate access strategies to ensure sustainability for Biogen brands.
Internal and external stakeholder management(30%)
  • Establish ANZ as leaders within the BIR and Global value and access organisation.
  • Support strategic business plan for stakeholder engagement to build and maintain strong and professional partnerships. with the PBAC and PHARMAC and the Department of Health
  • Working collaboratively with the Head of External Affairs, develop and drive Biogen’s and the industry policy position as it relates to access to medicines (including pricing policy)
  • Contribute to relevant industry working groups.
Teamwork and Leadership: Building a high performing organisation(15%)
  • Demonstrate inspiring leadership and develop future Market Access leaders
  • Demonstrate the behaviours expected as a member of the Affiliate Leadership Team.  
  • Work collaboratively and cross-functionally across the affiliate and Global teams 
  • Manage and coach direct report for Market Access and ensure proper delegation of projects and execution
  • Ensure appropriate resourcing and allocation of workload within the Market Access team, ensuring growth of individuals and the team
Organisational(15%)
  • Provides and demonstrates leadership in accordance with the Affiliate / Biogen culture 
  • Participates on the Affiliate Leadership Team and in overall management of the Affiliate 
  • Ensures appropriate resourcing (P&L responsibility) for the Market Access function  
  • Drives culture of transparency and accountability in creation and adherence to policies and SOPs 
  • Ensures compliance with Biogen regulations and local laws and with Biogen’s code of business conduct 

Scope:

  • High accountability for external interactions with key stakeholders relevant to access/reimbursement in Australia and New Zealand
  • Accountability for internal product pricing strategy and approvals across all brands
  • Develop and lead the Access to team to decide on overarching access strategy for each brand for Australia and New Zealand; including the best and most timely course of action for reimbursement submissions and alternative access opportunities.
  • Overall accountability for mapping, prioritising and securing support for Market Access projects, including Global price approval.
  • Planning and management of Market Access resourcing and budget
  • Leadership and management of Market Access team
  • Shape Biogen’s position as it relates to access policy

Requirements:

  • Minimum Bachelors Degree in Science or commercial related field.
  • Master’s degree strongly preferred in a science/analytic field relevant to the business area- e.g. science, epidemiology, public health, health economics, MBA.
  • Minimum 10 years of biotech/pharmaceutical experience in a pricing‑ and/or reimbursement‑related role or commercial leadership role
  • Understanding and demonstrable application of the principles of Evidence-Based Medicine/ Health Technology Assessment
  • Management experience
  • Minimum 2 years people leadership experience 
  • Strong Influence/Persuasion/Negotiation skills
  • Excellent communication/Interpersonal skills
  • Strong commercial attitude, strategic mindset and business acumen
  • Proven ability to establish and lead high performing teams
  • Demonstrated enterprise leadership skills
  • In depth knowledge of the national healthcare systems in Australia and New Zealand
