This role will oversee the development and execution of strategies that promote community investment, enhance financial access, and positively impact the local economy.
Key Responsibilities and Duties
- Regulatory Compliance: Ensures the bank meets all CRA regulations and requirements, preparing reports for regulatory agencies, and facilitating examinations and audits. Serves as a direct liaison to OCC CRA examiners and provides direct assistance as required. Ensures the CRA examination is carried out in a timely and accurate manner. This role will oversee the full CRA test and ensure it’s success.
- Strategic Development: Develops and implements the CRA strategic plan, aligning with the bank's overall mission and goals while addressing community needs and opportunities. Develops plan to deliver CRA related programs, grants, and services to the community in alignment with agreed upon targets related to the Bank’s annual CRA goals.
- Community Engagement: Builds and maintains strong relationships with community organizations, local governments, and other stakeholders to identify and address community investment opportunities. Engages in community outreach and identification of CRA needs in assessment area(s) and target areas. Strengthens the banks community impact. Builds trust with government, civic, and community leaders and other stakeholders. Conducts and/or participates in periodic formal Community Forums to assess community credit needs, and document results. Analyzes addition of proposed branch locations and the impact of growth on assessment areas.
- Data Analysis and Reporting: Conducts regular assessments of community needs and analyze lending and investment data to evaluate CRA performance. Develops the Bank’s performance context, quarterly CRA review updates, and peer bank analysis to measure the Bank’s performance against goals and other peer banks. Documents CRA-related activities, reviewing assessment areas, maintaining reports and files, analyzing statistics, using tracking platforms, prepare and present reports to Managing Committee, leadership, regulators and the board.
- Program Oversight: Oversees CRA-related programs, initiatives, and partnerships, ensuring effectiveness and alignment with community needs and bank priorities.
- Compliance and regulatory oversight: Serving as the main contact for CRA audits and examinations, acting as a liaison with regulators, ensuring proper notices are posted, performing self-assessments, and staying updated on regulations, supervisory guidance and industry concerns.
- Leadership and management: Leading the CRA Committee, managing staff, mentoring team members, and championing CRA initiatives throughout the organization. Establishes clear goals for the staff, ensuring accountability for performance.
- Education and Training: Provides training and support to bank staff on CRA compliance, community investment strategies, and the importance of community engagement.
- Collaboration: Partners with other lines of business including compliance, deposits, lending, branches and marketing, to drive opportunities that positively impact the results of the bank with CRA. Serves as a liaison between community organizations and various bank departments, facilitating partnerships and ensuring smooth communication. This role will work closely with Management Committee and the OCC.
